On motion of Mr. Gray and secanded by Mr. Early, the following ordinance was approved on first reading, and by unanimous vote: "AN ORDINANCE TO APPROPRIATE $27,000 FROM THE CAPITAL~ii~PROVEMENT FUND FOR ENGINEERING COSTS ASSOCIATED WITH INSPECTION OF DAMS AT LAKE MEADE, LAKE CAHOON AND LAKE KILBY." q8-2671_- "Consideration of an ordinance on first reading to appropriate $46,000 of the Virginia Public Assistance Fund for the Public Service Employees/Work Incentive (PSE/WIN) salaries approved for the Department of Social Services. This appropriation will provide the necessary funds to employ 7 PSE/WIN workers~and 1 9-month Vocational Rehabilitation worker in on-the-job training slots. This program is 100% reimbursable~fo~ salaries:and~benefits by the Department of Labor, WIN Office. This program enableson-the-job training, especially for the Vocational Rehabilitation personnel, in order to better prepare these individuals to compete for a regular position after the training period has been completed. The City Manager recommends adoption on first reading." On motion of Mr. Early and seconded by Mr. Gray, the following ordinance was approved on first reading, and by unanimous vote: "AN ORDINANCE TO APPROPRIATE $46,000 FROM THE vIRGINIA PUBLIC ASSISTANCE FUND FOR PUBLIC SERVICE ~24PLOYEES/WORK INCENTIVE PROGRAM~SALARIES APPROVED FOR THE SOCIAL SERVICES DEPARTMENT." ? 78k268 -"Consideration' of an ordinance to amend the City Code by adding Article II, Chapter 38, Division 4, pertaining to the Cross Connection Control Program for Public Utilities. This ordinance is required by the State Health Department, water works regulations, and has been reviewed and approved by that agency. The purpose of this ordinance is to establish inspection procedures, frequency of inspections, and criteria to deal with those situations where cross connections could cause a health problem. The ordinance will permit the Director, i~ the event he has reasonable cause to believe that a cross connection hazard exists and that such jeopardizes the purity of the City's water system, to terminate such water service and deal with the owners of the subject property. Other sections of the ordi- nance define types of connections, inspection criteria, as well as describes inspection and maintenance for potable water systems. The City Manager recommends adoption.'' On motion of Mr. Gray and seconded by Mr. Holley, the following ordinance was approved on first :and: final.reading, and by the following vote: "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1975, BY ADDING TO ARTICLE II OF CHAPTER 58 THEREOF, DIVISION 4 PERTAINING TO CROSS- CONNECTION CONTROL PROGRAm." * See~vote at bottom of page. ' 78~i~69 - "Consideration of a resolution authorizing the City Manager to convey a 1S' easement for water mains to the City of Norfolk. In~brder to construct the new Pinners Point Sewage Treatment Plant, it will be necessary to relocate a ~0" raw water line owned by the City of Norfolk. This resolution will authorize a 15' wide easement for the relocation of the existing $0" water main so the construction can take place.:~ The City of Norfolk is in agreement with the relocation of this water main. The City Manager recommends adoption." On motion of Mr. Gray and seconded by Mr. Holley, the following resolution was adopted, and by the following vote: "A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY A 1S' EASEMENT FOR WATER LINES TO THE CITY OF NORFOLK. WHEREAS, the City of PortsmOuth's Pinners Point Sewage Treatment Plant is being expanded and upgraded; and WHEREAS, said expansion makes it necessary to relocate a ~O" water main owned by the City of Norfolk presently located on property to be occupied bY the sewage treatment plant; and WHEREAS, the City of Norfolk has agreed tO the relOcation of this water main on the property hereinafter-described, said relocation to be accomplished bY the City of Portsmouth; and WHEREAS, pursuant to Section 2.09(c) of the Charter o{ the City of Portsmouth, the City may sell or convey property to a political subdivision of the Commonwealth of Virginia without advertisement and without receiving bids. * Yore for Item 78-268 Ayes: Early, Elliott, Gray, Holley, Davis Nays: None
