The City Manager <br />recomm~ends adoption on first reading." <br /> <br /> On motion of Mr. Gray and secanded by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $27,000 FROM THE CAPITAL~ii~PROVEMENT FUND FOR <br />ENGINEERING COSTS ASSOCIATED WITH INSPECTION OF DAMS AT LAKE MEADE, LAKE CAHOON <br />AND LAKE KILBY." <br /> <br /> q8-2671_- "Consideration of an ordinance on first reading to appropriate $46,000 <br />of the Virginia Public Assistance Fund for the Public Service Employees/Work Incentive <br />(PSE/WIN) salaries approved for the Department of Social Services. <br /> <br /> This appropriation will provide the necessary funds to employ 7 PSE/WIN workers~and <br />1 9-month Vocational Rehabilitation worker in on-the-job training slots. This program is <br />100% reimbursable~fo~ salaries:and~benefits by the Department of Labor, WIN Office. This <br />program enableson-the-job training, especially for the Vocational Rehabilitation personnel, <br />in order to better prepare these individuals to compete for a regular position after the <br />training period has been completed. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Early and seconded by Mr. Gray, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $46,000 FROM THE vIRGINIA PUBLIC ASSISTANCE FUND <br /> FOR PUBLIC SERVICE ~24PLOYEES/WORK INCENTIVE PROGRAM~SALARIES APPROVED FOR THE <br /> SOCIAL SERVICES DEPARTMENT." <br /> <br />? 78k268 -"Consideration' of an ordinance to amend the City Code by adding Article II, <br />Chapter 38, Division 4, pertaining to the Cross Connection Control Program for Public <br />Utilities. <br /> <br /> This ordinance is required by the State Health Department, water works regulations, <br />and has been reviewed and approved by that agency. The purpose of this ordinance is to <br />establish inspection procedures, frequency of inspections, and criteria to deal with those <br />situations where cross connections could cause a health problem. The ordinance will permit <br />the Director, i~ the event he has reasonable cause to believe that a cross connection hazard <br />exists and that such jeopardizes the purity of the City's water system, to terminate such <br />water service and deal with the owners of the subject property. Other sections of the ordi- <br />nance define types of connections, inspection criteria, as well as describes inspection <br />and maintenance for potable water systems. The City Manager recommends adoption.'' <br /> <br /> On motion of Mr. Gray and seconded by Mr. Holley, the following ordinance was approved <br />on first :and: final.reading, and by the following vote: <br /> <br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1975, BY <br /> ADDING TO ARTICLE II OF CHAPTER 58 THEREOF, DIVISION 4 PERTAINING TO CROSS- <br /> CONNECTION CONTROL PROGRAm." <br />* See~vote at bottom of page. ' <br /> 78~i~69 - "Consideration of a resolution authorizing the City Manager to convey a 1S' <br />easement for water mains to the City of Norfolk. <br /> <br /> In~brder to construct the new Pinners Point Sewage Treatment Plant, it will be necessary <br />to relocate a ~0" raw water line owned by the City of Norfolk. This resolution will authorize <br />a 15' wide easement for the relocation of the existing $0" water main so the construction <br />can take place.:~ The City of Norfolk is in agreement with the relocation of this water <br />main. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Holley, the following resolution was adopted, <br />and by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY A 1S' EASEMENT FOR WATER <br /> LINES TO THE CITY OF NORFOLK. <br /> <br /> WHEREAS, the City of PortsmOuth's Pinners Point Sewage Treatment Plant is being expanded <br />and upgraded; and <br /> <br /> WHEREAS, said expansion makes it necessary to relocate a ~O" water main owned by the <br />City of Norfolk presently located on property to be occupied bY the sewage treatment plant; <br />and <br /> <br /> WHEREAS, the City of Norfolk has agreed tO the relOcation of this water main on the <br />property hereinafter-described, said relocation to be accomplished bY the City of Portsmouth; <br />and <br /> <br /> WHEREAS, pursuant to Section 2.09(c) of the Charter o{ the City of Portsmouth, the <br />City may sell or convey property to a political subdivision of the Commonwealth of Virginia <br />without advertisement and without receiving bids. <br /> <br />* Yore for <br /> <br />Item 78-268 <br /> <br /> Ayes: Early, Elliott, Gray, Holley, Davis <br /> Nays: None <br /> <br /> <br />
