August 8, 1978 <br /> <br />At a regular meeting of the City Council, held.o~August 8, 1978, there were present: <br /> <br />Richard J. Davis~, E. Saunders Early, Jr., Archie Elliott, Jr., J. Robert Gray, <br />James W. Holley, Robert T. Williams, City Manager, Go~don B. Tayloe, Jr., City <br />Attorney. <br /> <br />Absent: Jack P. Barnes, Edward L. Oast, Jr. <br /> <br /> Rev. Louis A. Timmons, Pastor, St. Mark's Methodist Church, ~pened the meeting with <br />prayer, followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Davis welcomed all visitors in attendance. <br /> <br /> Motion of Mr. Early and seconded by Mr. Gray, the minutes of the called meeting of July <br />25, 1978; minutes of the regular meeting of July 25, 1978, to be approved as received, was <br />adopted by unanimous vote. <br /> <br />- UNFINISHED BUSINESS <br /> <br /> 78-250 - The following ordinance approved on first reading at the regular meeting of <br />July 25, 1978, Was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $56,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />DEVELOPMENT OF A NEW PLAYGROUND SITE IN THE TWIN PINES SECTION." <br /> <br /> On motion of Mr. Holley and seconded by Mr. Gray, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Early, Elliott, Gray, Holley, Davis <br />Nays: None <br /> <br /> 78-251 - The following ordinance approved on first reading at the <br />July 25, 1978, was~taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $84,359 FROM THE!CAPITAL IMPROFEMENT <br />PURCHASE OF CAPITAL EQUIPMENT.'" <br /> <br />regular meeting of <br />FUND FOR THE <br /> <br /> On motion of Mr. Early and secnnded by Mr. Holley, the ordinance was adopted, and by the <br />following vote: <br /> <br /> Ayes: Early, Elliott, Gray, Holley, Davis <br /> Nays: None <br /> <br /> · 78-257 The following ordinance approved on first reading at the regular meeting of <br />July 25, 1978, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $5Q,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br />PURPOSE OF REFURBISHING THE PORTSMOUTH LIGHTSHIP." <br /> <br /> On motion of Mr. Holley and seconded by Mr. Early, the ordinance was adopted, and by the <br />following vote: ~: <br /> <br />Ayes: Early, Elliott, Gray, Holley, Davis <br />Nays: None <br /> <br />The following reports from the City Manager were presented: <br /> <br /> 78-265 - "Consideration of an ordinance on first reading to appropriate $50,000 from <br />the Capital Improvements Fund for hot spot drainage improvements on Kent Drive in Loxley <br />Place and Victory Boulevard. <br /> <br /> The CaP~t~l Improvements Work Program for 1978-79 includes $50,000 for hot spot drainage <br />improvements. This ordinance will appropriate the full amount for the projects on Kent <br />Drive and Victory Boulevard. It is estimated that the project on Kent Drive, which will <br />require the installation of storm drains through its intersection with York Drive, will <br />cost $12,000. $56,000 of the appropriation will be utilized for the ponding on Victory <br />Boulevard caused by inadequate outfall pipes across Victory Boulevard. The Master Drainage <br />Plan calls for two 72" diameter storm drainage pipes across the western half of Victory <br />Boulevard. This !installation will alleviate a very bad ponding and flooding situation <br />that occurs whenever we have heavy'runoff from storms. The City Manager recommends adoption <br />on first reading." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Holley, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $50,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br /> 'HOT SPOT' DRAINAGE IMPROVEMENT ON KENT DRIVE IN LOXLEY PLACE AND VICTORY BOULEVARD." <br /> <br /> 78-266 - Consideration of an ordinance on first reading to appropriate $27,000 from <br />the Capital Improvements Fund for engineering costs associated with the inspection of the <br />dams for Lake ~leade, Lake Cahoon and Lake Kilby. <br /> <br /> This appropriation will provide the necessary funds to contract for civil and geotechniCa] <br />engineers to test wells and borings for the inspection of the 5 dams providing the watershed <br /> <br /> <br />
