¸69 Au~us~.: 22. 19~8 This ordinance will change Middle Street to one-way south from North to Glasgow Streets. The portion of Middle Street from London Boulevard to Glasgow will remain oneway north as it currently is. Waverly Boulevard will be made one~w~east from Dinwiddie to Court Street. Waverly Boulevard is currently oneway west from Court to Dinwiddie and by making this change it will eliminate congestion at Waverly Boulevard and Dinwiddie Streets. The proposed changes have been reviewed by the Olde Towne PAC and they concur with our recommendation. The City Manager recommends adoption." On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was on first and final reading, and by the following vote: "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1975, BY ~vlENDING SECTION 25-188 THEREOF, AND ADDING SECTION 25-198 THERETO, PERTAIN- ING TO MAKING PORTIONS OF MIDDLE STREET AND WAVERLY BOULEVARD ONE-WAY." Ayes: Barnes, Early, Elliott, Gray, Holley, Oast Nays: None adopted 78-294 , "Consideration of a motion to transfer $2,997 from the Grants Contingency Account for operation of the Annual Commonwealth's Attorney Training Program. This motion will transfer the funds necessary to operate the annual Commonwealth's Attorn Training Program~ Funded through the Virginia ASsociation of Commonwealth Attorneys, the grant provides out-~f~s~ate!traini~ for members of the Commonwealth Attorney's Office. Attached for your information is data on educational.~programs scheduled Under this train'ing grant along with a breakdown of the proposed schools and their location. The award represents 100% Federal/State funding. The City Manager recommends approval of this motionV Motion of Mr. Oast and seconded by Mr. Barnes, to concur in the recommendation of the City Manager, and was adopted by unanimous vote. 78-295 - "Consideration of a motion to transfer $254,209 from the Grants Contingency Account to continue operation of the Police Department's Integrated Criminal Apprehension Program. This motion will provide the funds necessary to continue operation of the Integrated Criminal Apprehehsion Program (ICAP) for a second year. This program will provide for patrol management, patrol role expansion, and training for Police officers in investigation and prosecution follow-through, operation of information support system and personnel development and training. One of the major goals of this program is to provide.concentrated effort on serious crimes and crimes committed by repeat offenders and career criminals. The second year program broadens the scope to address the critical follow ihr0ugh and support areas of investigation and prosecution. Of the total appropriation, $210,788 represents Eederal LEAA Discretionary Grant funds and $25,421 is the required Local matching contribution. The Local match has previously been approved under the Federal Grants budget of the General Eund. The City Manager recommends adoption of the motion. Motion of Mr. Oast and Seconded by Mr. Barnes the reCapPed for 1978-79 report/to be received as information, and was adopted by unanimous vote. 78-296 - "Consideration of a resolution authorizing the City Manager to advertise and receive bids for certain cityowned property (part of Lot 519 and 320, Plat of North Truxton). This property is a small jib lot remaining after Street improvements to Frederick Boulevard. Construction Associates has indicated an interest in purchasing this lot to join with other property which that company owns for further development. Copy of the tax plat indicating the location of the propertx to be advertised is provided for your information. City Manager recon~ends adoption." On motion of Mr. Barnes and seconded by Mr. Gray, the following resolution was adopted, and by the following vote: "A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE AND RECEIVE BIDS FOR CERTAIN CITY-OWNED PROPERTY (PART OF LOT 519 AND 520, PLAT OF NORTH TRUXTON). WHEREAS, the City of Portsmouth presently owns a certain parcel of property located at Frederick Boulevard and Bagley Street, more particularly described as follows: All that certain lot, piece or parcel of land with the appurtenances thereunto belonging~situate, lying and being in the City of Portsmouth, ~irginia, being a portion of Lots 519 and $20, as shown on the Plat of North Truxton, which plat is duly recorded in the Clerk's Office of the Circuit Court of the City of Portsmouth, Virginia, in Map Book 2, pages 57 through 40, inclusive, and being a portion of the aforesaid lots lying outside of the right of way of Frederick Boulevard.
