¸69 <br /> <br />Au~us~.: 22. 19~8 <br /> <br /> This ordinance will change Middle Street to one-way south from North to Glasgow Streets. <br />The portion of Middle Street from London Boulevard to Glasgow will remain oneway north as <br />it currently is. Waverly Boulevard will be made one~w~east from Dinwiddie to Court Street. <br />Waverly Boulevard is currently oneway west from Court to Dinwiddie and by making this change <br />it will eliminate congestion at Waverly Boulevard and Dinwiddie Streets. The proposed changes <br />have been reviewed by the Olde Towne PAC and they concur with our recommendation. The City <br />Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was <br />on first and final reading, and by the following vote: <br /> <br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1975, <br /> BY ~vlENDING SECTION 25-188 THEREOF, AND ADDING SECTION 25-198 THERETO, PERTAIN- <br /> ING TO MAKING PORTIONS OF MIDDLE STREET AND WAVERLY BOULEVARD ONE-WAY." <br /> <br /> Ayes: Barnes, Early, Elliott, Gray, Holley, Oast <br /> Nays: None <br /> <br />adopted <br /> <br /> 78-294 , "Consideration of a motion to transfer $2,997 from the Grants Contingency <br />Account for operation of the Annual Commonwealth's Attorney Training Program. <br /> <br /> This motion will transfer the funds necessary to operate the annual Commonwealth's Attorn <br />Training Program~ Funded through the Virginia ASsociation of Commonwealth Attorneys, the <br />grant provides out-~f~s~ate!traini~ for members of the Commonwealth Attorney's Office. Attached <br />for your information is data on educational.~programs scheduled Under this train'ing grant <br />along with a breakdown of the proposed schools and their location. The award represents <br />100% Federal/State funding. The City Manager recommends approval of this motionV <br /> <br /> Motion of Mr. Oast and seconded by Mr. Barnes, to concur in the recommendation of the <br />City Manager, and was adopted by unanimous vote. <br /> <br /> 78-295 - "Consideration of a motion to transfer $254,209 from the Grants Contingency <br />Account to continue operation of the Police Department's Integrated Criminal Apprehension <br />Program. <br /> <br /> This motion will provide the funds necessary to continue operation of the Integrated <br />Criminal Apprehehsion Program (ICAP) for a second year. This program will provide for patrol <br />management, patrol role expansion, and training for Police officers in investigation and <br />prosecution follow-through, operation of information support system and personnel development <br />and training. One of the major goals of this program is to provide.concentrated effort on <br />serious crimes and crimes committed by repeat offenders and career criminals. The second <br />year program broadens the scope to address the critical follow ihr0ugh and support areas of <br />investigation and prosecution. Of the total appropriation, $210,788 represents Eederal LEAA <br />Discretionary Grant funds and $25,421 is the required Local matching contribution. The Local <br />match has previously been approved under the Federal Grants budget of the General Eund. <br />The City Manager recommends adoption of the motion. <br /> <br /> Report from the City Manager r~capping the 1978~9 Grants Contingency ACcount to include <br />the two items from the current agenda. This information is being submitted per your request <br />at a previous meeting." : <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Oast, to concur in the ~ecommendatlon of the <br />City Manager, a-nd ~a~t~.t~e~-~y Mamager ~eta~e to the Police Department that the Council <br />c?mpliments them on the subject briefed by him, and was adopted by unanimous vote. <br /> Motion of Mr. Oast and Seconded by Mr. Barnes the reCapPed for 1978-79 <br /> report/to be received as <br />information, and was adopted by unanimous vote. <br /> <br /> 78-296 - "Consideration of a resolution authorizing the City Manager to advertise and <br />receive bids for certain cityowned property (part of Lot 519 and 320, Plat of North Truxton). <br /> <br /> This property is a small jib lot remaining after Street improvements to Frederick <br />Boulevard. Construction Associates has indicated an interest in purchasing this lot to join <br />with other property which that company owns for further development. Copy of the tax plat <br />indicating the location of the propertx to be advertised is provided for your information. <br />City Manager recon~ends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Gray, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE AND RECEIVE BIDS FOR <br />CERTAIN CITY-OWNED PROPERTY (PART OF LOT 519 AND 520, PLAT OF NORTH TRUXTON). <br /> <br /> WHEREAS, the City of Portsmouth presently owns a certain parcel of property located <br />at Frederick Boulevard and Bagley Street, more particularly described as follows: <br /> <br /> All that certain lot, piece or parcel of land with the appurtenances <br />thereunto belonging~situate, lying and being in the City of Portsmouth, <br />~irginia, being a portion of Lots 519 and $20, as shown on the Plat of <br />North Truxton, which plat is duly recorded in the Clerk's Office of the <br />Circuit Court of the City of Portsmouth, Virginia, in Map Book 2, <br />pages 57 through 40, inclusive, and being a portion of the aforesaid <br />lots lying outside of the right of way of Frederick Boulevard.
