<br /> SOCIALSERViCES.DEPARTMENT."

<br /> On motion of Mr. Early and seconded by Mr. Gray, the ordinance was adopted, and by the

<br /> The following reports from the City Manager were presented:
<br />
<br /> 78-290 "Consideration of an ordinance on first reading to appropriate $56,000 from
<br />the Capital Improvements Program for the installation of lighting for tennis courts at Wilson
<br />High School~ Norcom High School, Manor High School, and Crado~k~High School.
<br />
<br /> This appropriation will provide the necessary funds to install tennis court lighting
<br />at the tennis courts for the four (4) high schools outli~ed above. The Capital Improvements
<br />Program for 1977-78 had a balance of $29,000 and the 1978i:'79 Capital Works Program had $40,000
<br />for tennis court lighting. $29,000 of this appropriation represents Revenue Sharing Funds
<br />from 1977~8 and the balance is General Obligation Bond proceeds from the 1978-79 authorizatic
<br />The City Manager recommends approval on first reading.

<br /> Consideration of a motion that award be granted to the lowest responsible bi~der,"

<br /> On motion of Mr. Early and seconded by Mr. Gray, the following ordinance was approved on
<br />first readAM~g and by unanimous vote:

<br /> "AN ORDINANCE TO APPROPRIATE $S6,000 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br /> INSTALLATION OF LIGHTS FOR TENNIS COURTS AT WILSON, MANOR, NORCOM AND CRADOCK
<br /> HIGH SCHOOLS."

<br /> Motion of Mr. Gray and seconded by Mr. Barnes, that the contract to be awarded to the
<br />lowest responsible bidder, and was adopted by unanimous vote.
<br />
<br /> 78-291 "Consideration of an ordinance on first reading to appropriate $445,000 in
<br />disposition proceeds from the sale of land from the Community Development Fund for redevelop-
<br />ment and conservation projects in Park View, Effingham, Mount Hermon, Olde Towne, Crawford,
<br />and Northside.
<br />
<br /> This appropriation provides additional funds for the former Urban Renewal and Conservatiop
<br />Projects in accordance with the recent closeout agreements for these projects between the
<br />City, the Portsmouth Redevelopment and Housing Authority, and the Department of Housing and
<br />Urban Development. The funds were derived from land sales within the former project areas
<br />and in accordance with the closeout agreements funds so derived must be spent in the project
<br />areas according to previously approved redevelopment and conservation plans. The City Manager
<br />recommends approval on first reading."

<br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved

<br /> 78-292 - "Consideration of an ordinance amending the City Code changing Veterans Day
<br />as a legal holiday from the fourth Monday in October to the llth day of November.
<br /> The Federal Government has changed the observance of Veterans Day from the fourth
<br />Monday in October to the llth day of November. We have checked with the other area cities
<br />and hav~ been advised that Norfolk and Va. Beach will observe Veterans Day on November
<br />llth which is consistent with the time adopted.by the Federal Government. In 1978, November
<br />llth is a Saturday; therefore, November 10th (Friday) will be observed as the legal holiday
<br />by City employees. The City Manager recommends adoption."
