ORDINANCE NO. 2026-46 <br />AN ORDINANCE TO AMEND AND REORDAIN SECTION 10-97 (PRECINCT <br />NO. 11) OF DIVISION 3 (VOTING PLACES) OF CHAPTER 10 (ELECTIONS) OF <br />THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA TO TEMPORARILY <br />CHANGE THE VOTING PLACE FOR PRECINCT 11 FROM THE JOSEPH E. <br />PARKER RECREATION CENTER TO THE STEPHEN H. CLARKE ACADEMY <br />(ALSO KNOWN AS S.H. CLARKE ACADEMY) LOCATED AT 2801 TURNPIKE <br />ROAD FOR THE AUGUST 4, 2026, PRIMARY ELECTION ONLY. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That Section 10-97 of Division 3 of Chapter 10 of the Code of the City of <br />Portsmouth, Virginia (2006) is amended and reordained as follows: <br />Sec. 10-97. Precinct No. 11. <br />The voting place for Precinct No. 11 shall be at the Joseph E. Parker Recreation Center <br />at 2430 Turnpike Road. Notwithstanding the foregoing, the voting place for Precinct No. <br />11 for the Primary Election to be held on August 4, 2026 shall be at the Stephen H. Clarke <br />Academy (a/k/a S.H. Clarke Academy) at 2801 Turnpike Road. This is a temporary change <br />for the August 4, 2026, Primary Election only. The voting place for Precinct No. 11 for all <br />other elections shall be at the Joseph E. Parker Recreation Center. <br />2. That this ordinance shall take effect on July 12, 2026. <br />ADOPTED by the Council of the City of Portsmouth, Virginia, at a meeting held <br />on May 26, 2026. <br />Teste: <br />City Clerk <br />
