ORDINANCE NO. 2026-08 <br />AN ORDINANCE ACCEPTING WORKFORCE FUNDING IN THE AMOUNT <br />OF $174,966 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL <br />HEALTH AND DEVELOPMENTAL SERVICES AS DISTRIBUTED BY <br />REGION 5 AND APPROPRIATING SAID FUNDS IN THE FY 2026 <br />BEHAVIORAL HEALTHCARE SERVICE FUND FOR USE IN CONNECTION <br />WITH EMPLOYEE SIGNING OR RETENTION BONUSES OR OTHER <br />WORKFORCE INITIATIVES. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it accepts Workforce Funding in the amount of $174,966 from the <br />Virginia Department of Behavioral Health and Developmental Services as distributed by <br />Region 5 and appropriates said funds in the FY 2026 Behavioral Healthcare Service <br />Fund. <br />2. That the appropriation shall be used by the Department of Behavioral <br />Healthcare Services for employee signing or retention bonuses or other workforce <br />initiatives. <br />3. That, to the extent not expended, the funds shall be deemed reappropriated <br />into the Behavioral Healthcare Service Fund budget annually until expended in their <br />entirety or recaptured by the granting agency. <br />4. That no local match is required as a condition of the funding. <br />5. That estimated revenues and expenditures in the FY 2026 Behavioral <br />Healthcare Service Fund Budget are increased by $174,966. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on January 13, 2026. <br />Teste: <br />City Clerk <br />
