ORDINANCE NO. 2026-07 <br />AN ORDINANCE ACCEPTING A SPECIALTY DOCKETS GRANT IN THE <br />AMOUNT OF $104,926.09 FROM THE OFFICE OF THE EXECUTIVE <br />SECRETARY AT THE SUPREME COURT OF VIRGINIA AND <br />APPROPRIATING SAID FUNDS IN THE FY 2026 BEHAVIORAL <br />HEALTHCARE SERVICE FUND FOR USE IN CONNECTION WITH THE <br />PORTSMOUTH ADULT RECOVERY COURT. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it accepts a Specialty Dockets Grant in the amount of $104,926.09 <br />from the Office of the Executive Secretary at the Supreme Court of Virginia and <br />appropriates said amount in the FY 2026 Behavioral Healthcare Service Fund Budget. <br />2. That the appropriation shall be used by the Department of Behavioral <br />Healthcare Services in connection with the Portsmouth Adult Recovery Court. <br />3. That, to the extent not expended, the funds shall be deemed reappropriated <br />into the Behavioral Healthcare Service Fund budget annually until expended in their <br />entirety or recaptured by the granting agency. <br />4. That a local match in the amount of 25% is required as a condition of the <br />funding, which match has previously been appropriated in the FY 2026 Behavioral <br />Healthcare Service Fund Budget. <br />5. That estimated revenues and expenditures in the FY 2026 Behavioral <br />Healthcare Service Fund Budget are increased by $104,926.09. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on January 13, 2026. <br />Teste: <br />City Clerk <br />
