(c) Violations of this section that are not timely corrected shall be punishable by a fine of <br />not less than $50,00 or more than $2,500.00 per occurrence. <br />(d) In addition to any fine assessed under this section and any costs assessable under <br />section 16-31, the director may assess the cost of cleanup resulting from a violation of <br />this section. <br />Sec. 16-34. Preparation of certain materials for collection. <br />(a) Paper. It shall be unlawful for any person to place any paper for collection by the city <br />without placing the same in a receptacle or refuse bag complying with section 16-32 <br />or having the same securely bundled so that the paper cannot be blown or scattered <br />about the street. <br />(b) Cartons, boxes. It shall be unlawful for any person to place for collection by the city <br />any empty or discarded corrugated cartons or paper or pasteboard boxes of any kind <br />without first preparing them by flattening and securely tying them in bundles not <br />exceeding 25 pounds in weight, with strong, stout cord. <br />(c) Yard waste. It shall be unlawful for any person to place for collection by the city, yard <br />waste containing dirt, rocks or other material not included in the definition of yard <br />waste. Material shall be placed in clear plastic bags complying with section 16-32. It <br />shall be unlawful to rake, sweep or place yard waste into or onto the street, curb, gutter <br />or drainage structure. <br />(d) Small dead animals. Small dead animals will be collected by the city during normal <br />operating hours provided the body is placed in a properly sealed plastic or <br />polyethylene refuse bag and placed as near to the curb as possible or between the <br />sidewalk and the curb. <br />(e) Tires. Tires shall be placed as close to the curb as possible or between the sidewalk <br />and the curb in accordance with section 16-36. A limit of four tires per 12 -month <br />period shall be collected. If more than four tires are placed out for collection within <br />any 12 -month period the property owner or occupant of the property shall be subject <br />to a charge of $25.00 per additional tire and the provisions of section 16-31. All tires <br />must be clean and rimless. <br />(f) White goods. White goods shall be placed as close to the curb as possible. <br />Refrigerators and freezers must be empty and have the door removed before placed <br />for collection. <br />Sec. 16-35. Collection of bulk refuse generally. <br />(a) Bulk refuse shall not be placed for collection as part of the regular collection process <br />for garbage, trash or refuse. <br />(b) Bulk refuse shall be picked up from residential dwellings by appointment scheduled <br />in advance by telephone or internet in a manner established by the director, and in <br />accordance with such procedures as may be established by the director. <br />(c) Tree branches, tree limbs, parts of trees, bushes, shrubbery and cuttings, or clippings <br />and the like, which cannot be placed in receptacles or refuse bags as required under <br />section 16-32(b), shall be cut into lengths of between four feet and six feet and stacked <br />
