(8) Boat launching areas. At least one receptacle shall be placed as needed <br />consistent with use of the area and the need for a litter deposit. <br />(9) Sporting events, fairgrounds, carnivals, circuses, festivals and other similar <br />events. Receptacles shall be placed sufficient in number to contain the litter <br />generated at such event and spaced so as to be reasonably accessible in those <br />areas. The placement and need for such receptacles shall be determined by <br />the operator, sponsor, or group operating such event; except no less than one <br />receptacle shall be placed at each event. <br />(10) Public buildings, including schools. One receptacle at or reasonably near <br />each entrance to each building. <br />(11) Trailer parks, recreational facilities and recreational areas, including parks, <br />campgrounds, beaches and bathing areas. One receptacle for each facility or <br />area at which food or drink is sold, plus additional receptacles as necessary <br />to accommodate the need for litter depository. <br />All litter containers shall be weighted or attached to the ground as necessary to prevent <br />spillage. It shall be the responsibility of the owner or manager of the above -enumerated <br />facilities to collect the refuse deposited and store material in an approved location and <br />container for collection. <br />Sec. 16-10. Refuse collection requirements. <br />(a) Refuse containers such as dumpsters or other approved receptacles shall be required <br />for mobile home parks and for multifamily, commercial and industrial developments. <br />The number, size, design, and location of such containers shall be approved by the <br />director or his designee. <br />(b) Refuse containers shall be located on a site so that service vehicles will have a <br />convenient access to them while minimizing encroachment on parking places, <br />vehicular circulation drives, sidewalks, and public right of ways. Dumpsters and their <br />enclosure shall not be closer than 50 feet to any residential structure and shall be set <br />back a minimum of five feet from the property line. <br />(c) Commercial high volume refuse generators on sites with sufficient outside area to <br />accommodate refuse enclosures with adequate capacity shall provide for indoor refuse <br />storage. Compaction devices may be a part of such an accommodation. <br />(d) Refuse containers shall be located on a paved area or concrete pad constructed in <br />accordance with all applicable health department standards. They shall be hidden from <br />general view by means of fencing, masonry walls, landscaping, or other such method <br />deemed necessary and acceptable by the director. <br />(e) All refuse containers shall be adequately sized to handle the needs of the facility or <br />development. The director may require a developer to demonstrate adequate refuse <br />capacity by calculation using waste industry standards. Materials and waste which <br />may be edible or attractive to rodents or insects shall only be stored in completely <br />closed containers. <br />
