(c) For dwellings and businesses using dumpsters, it shall be unlawful for garbage or trash <br />to be placed, deposited or allowed to remain on any premises within the city unless <br />same is placed or kept inside the dumpster. The dumpster shall remain closed at all <br />times. <br />Sec. 16-7. Litter receptacles in public places. <br />(a) As used in this section, a litter receptacle shall mean those containers acceptable to <br />the director and which may be standardized as to size, shape, capacity, color, and <br />cover design which shall bear the state antilitter symbol. The term "litter" as used in <br />this section shall mean paper, waste materials, bottles, and cans, but shall not include <br />garbage, refuse, or bulk refuse. Large containers known as "dumpsters" may be used <br />as receptacles for the deposit of litter if such use is approved by the director. <br />(b) Requirements. Litter receptacles shall be required in the following public places. The <br />minimum number of litter receptacles for each public place shall be specified herein. <br />Additional receptacles may be required by the building official or his representative <br />as determined by the needs of a particular location. <br />(1) Sidewalks in business districts. The need for receptacles and their placement, <br />and the responsibility for their maintenance and service, shall be controlled <br />by the director or his representative. <br />(2) Shopping centers. Receptacles shall be located along pedestrian travel routes <br />normally taken by persons using such facility. The number and placement of <br />receptacles shall be determined by the operator, or group responsible for the <br />operation of such facility; except no less than one receptacle shall be placed <br />at each entrance to the building. All parking lots and establishments with <br />parking lots shall provide litter receptacles distributed within the parking <br />area. <br />(3) Drive-in restaurants and fast food restaurants. One receptacle per <br />establishment, plus additional receptacles as necessary to contain litter <br />generated by the facility. <br />(4) Self-service refreshment areas. One receptacle for each separate area, <br />provided each separate area contains two or more machines for dispensing, <br />or serving food and/or drink. <br />(5) Gasoline service stations. One receptacle per service island. <br />(6) Construction sites. Receptacles sufficient to contain workmen's litter, plus <br />those construction wastes capable of being spread by wind or water; the wind <br />and water from hurricanes, tornados, and floods excepted. No less than one <br />receptacle shall be placed at each site. Dirt, mud, construction materials or <br />other debris deposited upon any public or private property as a result of <br />construction or demolition, shall be immediately removed by the contractor. <br />(7) Marinas, boat moorage and fueling stations, public and private piers which <br />are operated for public use. One receptacle on each pier plus additional <br />receptacles as necessary to contain litter generated by the facility. <br />
