ORDINANCE NO. 2026-05 <br />AN ORDINANCE ACCEPTING UNIVERSAL SERVICE SCHOOLS AND <br />LIBRARIES (E -RATE) PROGRAM FUNDS IN THE AMOUNT OF $23,978 <br />FROM COX ENTERPRISES AND APPROPRIATING SAID SUM IN THE FY <br />2026 GENERAL FUND FOR USE BY THE DEPARTMENT OF LIBRARIES. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it accepts Universal Service Schools and Libraries (E -Rate) Program <br />funds in the amount of $23,978 from Cox Enterprises and appropriates said sum in the <br />FY 2026 General Fund. <br />2. That the funds shall be used by the Department of Libraries for allowable <br />uses under the E -Rate Program. <br />3. That, to the extent not expended, the funds shall be deemed reappropriated <br />into the General Fund budget annually until expended in their entirety. <br />4. That no local match is required as a condition of the funding. <br />5. That estimated revenues and expenditures in the FY 2026 General Fund <br />Budget are increased by $23,978. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on January 13, 2026. <br />Teste: <br />City Clerk <br />
