(8) Neon Lighting <br />The use of neon lighting as an access is discouraged in the LINC Overlay District. If <br />used, neon lighting is subject to the following: <br />(a) Neon lighting is only permitted for projecting, window, and wall signs. <br />(b) Neon lighting shall be used as an accent material on projecting and wall signs, <br />such as for letters, logos, and/or sign details. No projecting, window, or wall sign <br />may be entirely illuminated with neon. <br />(c) Neon lighting on projecting and wall signs shall not be illuminated during <br />daylight hours. When lit, neon lighting must be continuously illuminated. <br />Flashing neon is prohibited. <br />(d) Neon lighting on projecting and wall signs shall not be combined with any <br />reflective materials (e.g. mirrors, polished metal, highly glazed tiles, or other <br />similar materials) that would cause glare and increase the spread of light. <br />3. Section 40.2-213 (Commercial uses) is amended by adding "Commissary Kitchen" as <br />follows: <br />Sec. 40.2-213. Commercial uses. <br />Eating and Drinking Establishments <br />BREWERY/DISTILLERY—The use of land, licensed by the Commonwealth of Virginia, <br />where beer or spirts are manufactured for sale. Breweries have a capacity less than 15,000 <br />barrels a year and distilleries have a capacity less than 36,000 gallons a year. Permitted <br />accessory uses include retail sales, tasting rooms for beverages produced on-site, <br />restaurants, reception halls, and live entertainment (Code of Virginia § 15.2-2288.3:1, 3:2). <br />COMMISSARY KITCHEN – A commercial shared use kitchen used on a contract basis by <br />food service providers to prepare, fabricate, package, and store food, food products and <br />equipment, and that is inspected and permitted by applicable health agencies. <br />MICRO-BREWERY/DISTILLERY—An establishment primarily engaged in brewing ale, <br />beer, wine, cider, malt liquors, and nonalcoholic beer, with a capacity of not more than <br />1,000 barrels per year OR distilling and blending potable liquors, including mixing them <br />with other ingredients, with a capacity of not more than 5,000 gallons of finished product <br />per year. A micro-brewery/distillery may include a restaurant or public tasting room as an <br />accessory use (Code of Virginia § 15.2-2288.3:1, 3:2). <br />4. Section 40.2-214 (Industrial uses) is amended by adding "Makerspace" as follows: <br />Sec. 40.2-214. Industrial Uses <br />
