between 2 and 10 feet in height, relative to the finished floor elevation, along <br />High Street. <br />(i) The ground floor use of any building fronting High Street shall be an active <br />use that attracts pedestrian activity, provides direct access to the general <br />public from the sidewalk or open public space, and conceals uses designed <br />for parking and other non-active uses if present. <br />(ii) A minimum of sixty (60) percent of the ground floor front fagade of a <br />building between the height of 2 feet and 10 feet, or the interior ceiling <br />height of the first floor if less than 10 feet, shall consist of glazed area. <br />(iii) Glass used to meet the glazed area requirements of subsection (ii) shall be <br />transparent and have a minimum visible light transmission ratio of seventy <br />(70) percent. Reflective, smoked, or mirrored glass, and glass block, are <br />prohibited. This shall not apply to transom windows installed on the ground <br />floor above a height of 10 feet. <br />(iv) Parking is not permitted on the ground floor within the 10 foot frontage area <br />and must be obstructed from view by an active ground floor use. <br />(d) Off -Street Parking and Driveways <br />To preserve and enhance the pedestrian character and on -street parking on High <br />Street, new driveways along High Street are discouraged. Vehicular traffic is <br />encouraged to turn at intersections onto secondary streets and enter development <br />fronting High Street from the side or rear of the property, in accordance with the <br />following standards. <br />(i) Vehicular access to the development shall be provided from a secondary <br />street or an alley to the greatest extent possible, when present. <br />(ii) Existing driveways with access from High Street may not be expanded in <br />width unless the widening results in improved pedestrian and vehicular <br />safety as follows: <br />a. The widened driveway intersects the sidewalk at -grade, creating <br />priority for the pedestrian; and <br />b. The widened driveway is in compliance with other applicable city <br />standards. <br />(iii) No off-street parking or loading facility is required for those properties <br />fronting High Street. Where parking or loading is provided, parking shall <br />be designed in accordance with the applicable requirements of this zoning <br />ordinance. <br />(iv) Off-street parking areas shall not front on High Street. This provision shall <br />not apply to any publicly owned off-street parking lot. <br />(v) Existing off-street parking lots may be improved or expanded provided that <br />they either currently comply or are brought into compliance with the <br />standards of this section. <br />(e) Stormwater Control Features and BMPs <br />Stormwater control features and any Best Management Practices (BMP) features <br />shall be located to the rear of any principal structure fronting on High Street, <br />except if located underground. <br />
