(i) Use allowances permitted within the LINC Overlay District are also <br />permitted within the areas where the LINC Overlay District and the <br />Downtown Design Overlay District overlap. <br />(3) Procedure <br />New development, rehabilitation, and redevelopment within the LINC Overlay District <br />shall be reviewed in accordance with the applicable development review procedure of <br />the Zoning Ordinance. <br />(4) High Street Corridor Standards <br />The following standards apply only to lots abutting High Street. <br />(a) Building Frontage and Front Yard Setbacks <br />The front facades of buildings should be oriented towards the street and placed <br />close to the sidewalk with an easily identified primary entrance to help enhance <br />the pedestrian experience and desired urban neighborhood character along High <br />Street, in accordance with the following standards. <br />(i) A building on a lot abutting High Street shall have the principal fagade <br />facing High Street, unless the lot is a corner lot with a previously established <br />frontage on a different public street. <br />(ii) The front yard setback shall be a maximum of 5 feet. <br />(iii) A building may have a balcony that projects into the public right-of-way <br />with an encroachment permit as set forth in City Code Sec. 32-7 (Street <br />encroachments generally). <br />(b) Side and Rear Yard Setbacks <br />Buildings and active public spaces should occupy the full width of a lot to <br />encourage greater pedestrian activity by eliminating vacant spaces that feel <br />unsafe, in accordance with the following standards. <br />(i) Interior side yard setbacks shall be a minimum of zero and <br />a. A maximum of 5 feet if the lot is 50 feet or less in width; <br />b. A maximum of 7 feet if the lot is between 50 feet and 100 feet in <br />width; <br />C. A maximum of 15 feet if the lot is 100 feet or greater in width; <br />d. If an active public space is included within the side yard, maximum <br />side yard setbacks do not apply. <br />(ii) Corner side yard setbacks shall be a minimum of 5 and a maximum of 15 <br />feet. <br />(iii) Rear side yard setbacks shall be a minimum of 15 feet. <br />(iv) On lots greater than 100 feet in width, new buildings shall be constructed to <br />a minimum of eighty (80) percent of the width of the lot, excluding the <br />driveway. <br />(v) The portion of a lot frontage containing a driveway shall be excluded from <br />the calculation of lot width for the purposes of this section. <br />(c) Street -Level <br />Active ground floor use shall be encouraged along High Street frontages to help <br />achieve the vision of creating a vibrant urban neighborhood and pedestrian <br />environment.
