EXHIBIT A <br />Article III of Chapter 2 of the Code of the City of Portsmouth, Virginia is amended by <br />adding a new Section 2-118, Subsections 2-118A through 2-118R as shown below. <br />Section 2-118. Collective Bargaining; Declaration of Policy <br />The City Council declares that it is the policy of the City of Portsmouth to promote <br />harmonious, stable, and cooperative relations between the City and its employees <br />subject, however, to the supreme right of the residents of the City that their government <br />provides for their health, safety, welfare and uninterrupted operations and functions of <br />government. The City Council has determined that this policy may be advanced by (1) <br />granting to City employees the right to organize and choose freely representatives for <br />the purpose of collective bargaining; (2) permitting the City to negotiate and bargain in <br />good faith with employee organizations representing City employees in order to enter <br />into written agreements evidencing the result of such bargaining; and (3) establishing <br />procedures to provide for the resolution of employee differences with the City, the <br />protection of the rights of the City, rights of the City employees and rights of the public <br />at large in the process of collective bargaining and the administration of resulting <br />agreements. <br />A . Definitions. <br />As used in this Section, the following terms shall have the meanings <br />ascribed to them in this section: <br />Appropriate Bargaining Unit means a group of employees for whom a <br />labor organization may certified as the exclusive bargaining representative (as <br />defined herein).
