ORDINANCE NO. 2026-103 <br />AN ORDINANCE TO AMEND ARTICLE III (OFFICERS AND EMPLOYEES <br />GENERALLY) OF CHAPTER 2 (ADMINISTRATION) OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA BY ADDING A NEW SECTION 2-118, SUBSECTIONS <br />2-118A THROUGH 2-118R, FOR THE PURPOSE OF ESTABLISHING A COLLECTIVE <br />BARGAINING FRAMEWORK IN THE CITY CODE. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it amends Article III of Chapter 2 of the Code of the City of Portsmouth, <br />Virginia by adding a new Section 2-118, Subsections 2-118A through 2-118R, as shown on <br />Exhibit A attached hereto and made a part hereof. <br />2. That the purpose of the amendment is to establish a framework for collective <br />bargaining. <br />3. That this amendment shall take effect on the date of adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held on <br />September 22, 2026. <br />Teste: <br />City Clerk <br />
