1. All uniformed, sworn employees of the Police Department at and <br />below the rank of Lieutenant, except those excluded by definition <br />under this section A; <br />2. All uniformed, sworn employees of the Fire Department at and <br />below the rank of Captain, including fire marshals, emergency <br />medical personnel, and emergency communications employees, <br />except those excluded by definition under this section A; <br />3. All other City employees (i.e., "General Employees"), except <br />those excluded by definition under this section A. <br />Arbitration means the procedure by which the City and an exclusive <br />bargaining representative when involved in a labor-management dispute, as <br />defined in this section, submit their differences to a neutral third party for a final <br />and binding decision subject to the provisions of this section. <br />Benefits means, for the purpose of this section, health insurance, dental <br />insurance and vision insurance (including contributions and levels of coverage of <br />each). <br />City means the City of Portsmouth acting through the City Manager or the <br />City Manager's designee(s). <br />Collective bargaining means to perform the mutual obligation of the City, <br />by its representatives, and the exclusive bargaining representative of employees <br />in an appropriate bargaining unit to meet and negotiate in good faith at reasonable <br />times and places regarding "wages", "benefits", and "terms and conditions of <br />employment" as those terms are defined herein, with the good faith intention of <br />reaching an agreement for a duration of at least three (3) years, which shall remain <br />A-2 <br />
