ORDINANCE NO. 2026-102 <br />AN ORDINANCE ACCEPTING PARTNERSHIP FOR SUCCESS FUNDING IN <br />THE AMOUNT OF $111,856 FROM THE VIRGINIA DEPARTMENT OF <br />BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2027 BEHAVIORAL <br />HEALTHCARE SERVICE FUND FOR USE BY BHS TO ADDRESS SUBSTANCE <br />MISUSE BY YOUTHS AND YOUNG ADULTS. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it accepts Partnership for Success funding in the amount of $111,856 <br />from the Virginia Department of Behavioral Health and Developmental Services and <br />appropriates said funds in the FY 2027 Behavioral Healthcare Service Fund. <br />2. That the appropriation shall be used by the Department of Behavioral <br />Healthcare Services to address substance misuse by youths and young adults. <br />3. That, to the extent not expended, the funds shall be deemed reappropriated <br />into the Behavioral Healthcare Service Fund budget annually until expended in their <br />entirety or recaptured by the granting agency. <br />4. That no local match is required as a condition of the funding. <br />5. That estimated revenues and expenditures in the FY 2027 Behavioral <br />Healthcare Service Fund Budget are increased by $111,856. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on September 22, 2026. <br />Teste: <br />City Clerk <br />
