ORDINANCE NO. 2026-101 <br />AN ORDINANCE ACCEPTING PROJECTS FOR ASSISTANCE IN TRANSITION <br />FROM HOMELESSNESS FUNDING IN THE AMOUNT OF $53,715 FROM THE <br />VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND <br />DEVELOPMENTAL SERVICES AND APPROPRIATING SAID AMOUNT IN <br />THE FY 2027 BEHAVIORAL HEALTHCARE SERVICE FUND FOR USE BY BHS <br />TO PROVIDE OUTREACH AND SUPPORT SERVICES TO INDIVIDUALS <br />WITH SERIOUS MENTAL ILLNESS WHO ARE EXPERIENCING OR AT RISK <br />OF HOMELESSNESS. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it accepts Projects for Assistance in Transition from Homelessness <br />funding in the amount of $53,715 from the Virginia Department of Behavioral Health and <br />Developmental Services and appropriates said funds in the FY 2027 Behavioral Healthcare <br />Service Fund. <br />2. That the appropriation shall be used by the Department of Behavioral <br />Healthcare Services to provide outreach and support services to individuals with serious <br />mental illness who are experiencing or at risk of homelessness. <br />3. That, to the extent not expended, the funds shall be deemed reappropriated <br />into the Behavioral Healthcare Service Fund budget annually until expended in their <br />entirety or recaptured by the granting agency. <br />4. That the funds require a local match of $17,905. The required match is met <br />through in-kind contributions and existing behavioral health services and does not require <br />an additional local cash appropriation. <br />5. That estimated revenues and expenditures in the FY 2027 Behavioral <br />Healthcare Service Fund Budget are increased by $53,715. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on September 22, 2026. <br />Teste: <br />City Clerk <br />
