Subsection 40.2-208(D) is amended and restated in its entirety as follows: <br />(D) LINC (L) Overlay District <br />(1) Purpose <br />(a) The purpose of the LINC Overlay District is to encourage the establishment of a <br />vibrant urban neighborhood where the city's diverse and creative workforce can <br />live and work in a well-connected, attractive, sustainable, walkable, mixed-use <br />place that encourages daily interaction and sharing of ideas within an <br />environment that nourishes an innovative entrepreneurial culture that is <br />accessible and welcoming to everyone. <br />(b) District standards, in addition to those of the base zoning districts, support <br />knowledge exchange, inclusive technology -driven services, makerspaces, small <br />business infrastructure, creative incubators with pedestrian -oriented land uses, as <br />well as auto -dependent land uses only in designated locations along London <br />Boulevard and on Effingham Street north of Queen Street. <br />(2) Applicability <br />(a) The LINC Overlay District is an overlay district that is superimposed over <br />underlying zoning districts with the intent of supplementing applicable <br />development regulations with additional development standards that address <br />area -specific conditions, features, or plans while maintaining the character and <br />purposes of the underlying zoning districts. <br />(b) The standards and requirements included in this overlay district apply to all <br />development in the LINC Overlay District except as specified otherwise. <br />(c) In areas where the boundaries of the LINC Overlay District and the Downtown <br />Design Overlay District overlap, the Downtown Design Overlay District <br />standards shall supersede with the following exception: <br />
