ORDINANCE NO. 2026-13 <br />AN ORDINANCE AMENDING AND REORDAINING CHAPTER 40.2 (ZONING) <br />OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, INCLUDING <br />SECTIONS 40.2-208 (OVERLAY ZONING DISTRICTS), 40.2-213 <br />(COMMERCIAL USES), 40.2-214 (INDUSTRIAL USES), AND 40.2-217 (USE - <br />SPECIFIC STANDARDS), AND TABLES 40.2-208 AND 40.2-216, FOR THE <br />PURPOSE OF NAMING THE LINC OVERLAY DISTRICT AND REVISING THE <br />ZONING STANDARDS APPLICABLE THERETO. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it amends and reordains Chapter 40.2 of the Code of the City of <br />Portsmouth, Virginia as shown on Exhibit A hereto. <br />2. That the purpose of the amendments is to change the name of the Innovation <br />Overlay District to the LINC Overlay District, to establish standards zoning standards for <br />the District, and to establish Commissary Kitchens and Makerspaces as approved uses <br />within the District. <br />3. That this ordinance shall take effect immediately upon adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on February 10, 2026. <br />Teste: <br />City Clerk <br />
