ORDINANCE NO. 2026-85 <br />AN ORDINANCE: (1) ACCEPTING A GRANT IN THE AMOUNT OF $85,724 FROM <br />THE VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE SERVICES AND <br />APPROPRIATING SAID FUNDS TO THE FY 2027 GRANTS FUND BUDGET; (2) <br />APPROPRIATING $28,575 FROM THE FUND BALANCE OF THE GENERAL FUND <br />TO THE FY 2027 GENERAL FUND BUDGET TO SERVE AS THE REQUIRED LOCAL <br />MATCH; AND (3) TRANSFERRING SAID $28,575 FROM THE FY 2027 GENERAL <br />FUND BUDGET TO THE FY 2027 GRANTS FUND BUDGET, ALL FOR THE PURPOSE <br />OF FUNDING ONE FULL-TIME CRIMINAL JUSTICE PLANNER POSITION FOR <br />THE PORTSMOUTH COMMUNITY CRIMINAL JUSTICE BOARD. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it accepts a grant in the amount of $85,724 from the Virginia Department of <br />Criminal Justice Services and appropriates said funds in the FY 2027 Grants Fund. <br />2. That it appropriates $28,575 from the Fund Balance of the General Fund to the FY <br />2027 General Fund Budget to serve as the required local match. <br />3. That it transfers said $28,575 from the FY 2027 General Fund Budget to the FY <br />2027 Grants Fund Budget. <br />4. That the funds appropriated by this ordinance shall be used to fund one full-time <br />criminal justice planner position for the Portsmouth Community Criminal Justice Board. <br />5. That estimated revenues and expenditures in the FY 2027 Grants Fund are <br />increased by $114,299. <br />6. That estimated revenues and expenditures in the FY 2027 General Fund are <br />increased by $28,575. <br />7. That this ordinance shall take effect on the date of adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held on August <br />25, 2026. <br />Teste: <br />City Clerk <br />
