occupied by such vehicle during such period for which the driver or other occupant <br /> has made payment. <br /> (c) It shall be unlawful for any person to park or permit a vehicle to remain parked in a <br /> pay parking zone without having made the required payment for the use of the space. <br /> Sec. 22-604. Parking spaces. <br /> The city manager shall have lines or markings painted or placed on the curb and upon <br /> the streets to designate parking spaces in pay parking zones. It shall be unlawful for any <br /> person to park any vehicle across any such line or marking, or to park such vehicle in such <br /> position that the same shall not be entirely within the area so designated by such lines or <br /> markings, and it shall be unlawful to park any vehicle in any place in such zone except <br /> within the spaces indicated for such parking. <br /> Sec. 22-605. Defacing, injuring, tampering with. <br /> It shall be unlawful and a class 1 misdemeanor for any person to deface,injure,tamper <br /> with, open, or willfully break, destroy, or impair the usefulness of any parking meter, pay <br /> station, other payment facility, or signage installed under the provisions of this division. <br /> Sec. 22-606 Procedure in case of violation. <br /> (a) It shall be the duty of each police officer of the city, or other uniformed city employee <br /> or appointee whose normal duties including parking enforcement, to report: <br /> (1) The number of each parking meter, if any, that indicated that the vehicle <br /> occupying the parking space adjacent to such parking meter is or has been <br /> parked in violation of any of the provisions of this division, or other <br /> information indicating a payment violation and the location of the violation. <br /> (2) The state license number and/or any other identifying information of such <br /> vehicle. <br /> (3) The length of time during which such vehicle is parked, in violation of any <br /> of the provisions of this division. <br /> (4) Any other facts, knowledge of which is necessary to a thorough <br /> understanding of the circumstances attending such violation. <br /> (b) Each police officer, or other uniformed city employee or appointee whose normal <br /> duties include parking enforcement, shall attach to the vehicle a notice to the owner <br /> thereof; that the vehicle has been parked in violation of a provision of this division <br /> and instructing the owner to pay the penalty or state objection to and intent to contest <br /> the notice of violation. Each owner may, within 14 days of the time when such notice <br /> was attached to the vehicle,pay a penalty in the sum of$25.00 for violation of any of <br /> the provisions of this division. An owner may state objection to and intent to contest <br /> a violation notice by filing a request for a hearing with the Portsmouth General District <br /> Court Traffic Division within 14 calendar days of the date of the violation notice. If <br /> the owner of the vehicle fails to make the payment within 14 days of the time when <br /> such notice was attached to the vehicle or state objection to and intent to contest the <br /> notice of violation, then an additional notice shall be given the owner, and an <br /> A-2 <br />
