additional penalty of$10.00 shall be charged for the additional notice. All monies due <br /> shall be paid to the city treasurer, who shall be accountable therefor. <br /> Sec. 22-607. Purpose of levy. <br /> The payments required for parking in pay parking zones, as provided in this division, <br /> are hereby levied and assessed as fees to provide for the proper regulation and control of <br /> traffic upon the public streets and to cover the cost of the supervision, inspection, <br /> installation, operation, maintenance, control and use of the parking spaces and regulating <br /> the parking of vehicles in the pay parking zones hereby created. <br /> Sec. 22-608. Construction of division. <br /> Nothing in this division shall alter or affect any existing ordinance, rule or regulation, <br /> or any ordinance, rule or regulation hereafter adopted, relating to traffic or parking on any <br /> other street, alley, lane or highway, within the city, other than those included within the <br /> pay parking zones herein established. <br /> Sec. 22-609. Prima facie guilt of owner of vehicle. <br /> The owner of any vehicle parked in violation of this division shall be prima facie <br /> guilty of such violation. <br /> Sec. 22.-610. General penalty for violation. <br /> Except as otherwise provided, any person who shall violate or permit, suffer or allow <br /> anyone to violate any of the provisions of this division, shall be punished on conviction, <br /> by a fine of not less than $25.00 and not more than $100.00. <br /> DIVISION 3.- CITY AND PARKING AUTHORITY OFF-STREET PARKING <br /> LOTS AND GARAGES <br /> Sec. 22-631. Designation. <br /> The following described parcels of land, or portions thereof, owned or leased by the <br /> city or the parking authority are hereby designated as city and parking authority off-street <br /> parking lots and garages: <br /> (1) Civic Center Parking Lot. The parcel of land in the square bounded by King <br /> Street extended, Water Street, Columbia Street and the Southern Branch of <br /> the Elizabeth River shall be known and designated as the "Civic Center <br /> Parking Lot." <br /> (2) Courthouse Museum Parking Lot. The parcel of land located on the west side <br /> of the 400 block of Court Street and adjacent to the 1846 Courthouse Museum <br /> shall be known and designated as the "Courthouse Museum Parking Lot." <br /> (3) King Square Parking Lot. The parcel of land located between the 400 blocks <br /> of County Street and King Street shall be known and designated as the "King <br /> Square Parking Lot." <br /> A-3 <br />
