R-26-04 <br />A RESOLUTION TO AMEND THE RULES OF ORDER AND PROCEDURE OF THE <br />PORTSMOUTH CITY COUNCIL FOR THE PURPOSE OF ADDING A CITY <br />MANAGER'S REPORT CONSENT AGENDA AND COMMENT PERIOD. <br />WHEREAS, all neighboring localities currently use a consent agenda process to adopt <br />non -controversial ordinances and resolutions; and <br />WHEREAS, City Council desires to adopt an amendment to the Rules of Order and <br />Procedure of the Portsmouth City Council to authorize the use of a consent agenda process for <br />the City Manager's Report portion of the agenda, and to authorize a comment period for consent <br />agenda items; and <br />WHEREAS, it is also necessary to make two technical changes to the text of the Council <br />Rules to comply with past Council actions. <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that the Rules of Order and Procedure of the Portsmouth City Council are amended as <br />shown on Exhibit A hereto. <br />ADOPTED by the Council of the City of Portsmouth, Virginia, at a meeting held on <br />January 27, 2026. <br />Teste: <br />City Clerk <br />
