EXHIBIT A <br />1. Section XIV of the Rules (Order of Business) is amended as follows: <br />Section XIV. ORDER OF BUSINESS <br />The business of all regular meetings of the Council shall be transacted in the following <br />order unless the Council by consent of a majority of the members present, shall suspend the rules <br />and change the order: <br />A. Invocation <br />B. Pledge of Allegiance to the Flag <br />C. Roll Call by the City Clerk <br />D. Approval of Minutes of Previous Meetings <br />E. Recognitions and Presentations <br />F. Public Hearings <br />1. Public hearings on non -zoning matters <br />2. Public hearings on zoning matters <br />G. Unfinished Business <br />H. City Manager's Report <br />1. Agenda Public Comment Period <br />2. Consent Agenda <br />3. Regular Agenda <br />I. New Business <br />1. Appointments to Board and Commissions <br />2. Items Submitted by Council Members <br />J. Report of the City Manager to City Council and citizens on matters assigned to <br />management by City Council during a prior Council meeting. <br />K. Non -Agenda Speakers <br />L. Adjournment <br />2. Section XV of the Rules (Intentionally Omitted) is amended as follows: <br />Section XV. CITY MANAGER'S REPORT CONSENT AGENDA PROCEDURE <br />a) Prior to consideration of the City Manager's Report Consent Agenda, the Agenda Public <br />Comment Period will be held. Each person who has duly registered to speak on one or more <br />City Manager's Report agenda item[s] will be provided with a total of not to exceed five minutes <br />to speak during the Agenda Public Comment Period. No person shall be provided with more <br />than five minutes to speak during the Agenda Public Comment Period, regardless of whether <br />they've registered to speak on a single or multiple agenda items. Speakers during the Agenda <br />Public Comment Period must address City Manager's Report agenda items only. <br />b) After the Agenda Public Comment period, the City Clerk shall read the titles of all <br />Ordinances and Resolutions proposed for adoption as part of the Consent Agenda. <br />C) After the City Clerk has finished, the Presiding Officer shall ask whether any Council <br />Member desires to remove an item from the Consent Agenda. Upon request of any Council <br />Member, any item proposed for inclusion in the Consent Agenda shall be moved to the Regular <br />Agenda. No motion or vote shall be required to move an item from the Consent Agenda to the <br />Regular Agenda. <br />d) City Council may engage in a short discussion of Consent Agenda items to ask questions <br />of staff or other Council Members or clarify a matter. There should be no lengthy debate or <br />discussion of any Consent Agenda item. <br />e) The Consent Agenda shall be considered by City Council as a single item. <br />
