Tone: A united front with Portsmouth Public Schools and community partners to prepare residents for lifelong success. Outcomes: The City and School Board collaborate quarterly to align investments and measure student success. Barriers to learning childcare, housing, food insecurity—are systematically identified and addressed. A maritime and technical career pipeline connects education to economic opportunity, building the city's future workforce. City of Portsmouth 2026-2030 Strategic Pillars GOALS: Short -Term (1-2 Years) • Schedule Quarterly Meetings between City Council and Portsmouth Public Schools Board • Complete CTE Center • Establish Workforce Development Roundtable • Define education success metrics, including Average Daily Membership (ADM), graduation rate, and CTE enrollment, and report progress publicly. • Complete K-8 school engineered design work. Medium -Term (2-4 Years) • Work with Portsmouth Public Schools to Establish Citywide Apprenticeship Program • Implement a maritime and defense apprenticeship pipeline with local employers and regional partners. • Define gaps hindering education success that the City team can help to close (in close collaboration with the School Board and PPS). Long -Term (5 Years and Beyond) • Ensure that every Portsmouth Public Schools graduate has a clearly defined path to college, the military, or a high-quality job. • Achieve sustained ADM growth and address learning barriers such as childcare, housing instability, and food insecurity. • Establish Portsmouth as a regional model for education -to -employment pathways through partnerships and accountability. • Complete K-8 school construction.
