ORDINANCE NO. 2025-108 <br />AN ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $200,000 <br />FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND <br />DEVELOPMENTAL SERVICES AND APPROPRIATING SAID FUNDS IN THE <br />FY 2026 BEHAVIORAL HEALTHCARE SERVICE FUND FOR THE <br />BEHAVIORAL HEALTH WORKFORCE DEVELOPMENT INITIATIVE. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it accepts funding in the amount of $200,000 from the Virginia <br />Department of Behavioral Health and Developmental Services and appropriates said <br />funds in the FY 2026 Behavioral Healthcare Service Fund. <br />2. That the appropriation shall be used by the Department of Behavioral <br />Healthcare Services for the Behavioral Health Workforce Development Initiative. <br />3. That, to the extent not expended, the funds shall be deemed reappropriated <br />into the Behavioral Healthcare Service Fund budget annually until expended in their <br />entirety or recaptured by the granting agency. <br />4. That no local match is required as a condition of the funding. <br />5. That estimated revenues and expenditures in the FY 2026 Behavioral <br />Healthcare Service Fund Budget are increased by $200,000. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on November 25, 2025. <br />Teste: <br />City Clerk <br />
