ORDINANCE NO. 2025-109 <br />AN ORDINANCE APPROPRIATING $3,460,000 FROM THE FUND BALANCE <br />OF THE BEHAVIORAL HEALTHCARE SERVICE FUND TO THE FY 2026 <br />BEHAVIORAL HEALTHCARE SERVICE FUND BUDGET AND <br />TRANSFERRING SAID FUNDS TO THE MUNICIPAL FACILITIES SECTION <br />OF THE FY 2026 CAPITAL IMPROVEMENT FUND BUDGET FOR THE <br />PURPOSE OF PERFORMING REMODELING AND ROOF REPAIRS AT THE <br />BHS OFFICES LOCATED AT 1811 KING STREET AND 2011 QUEEN STREET. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it appropriates $3,460,000 from the Fund Balance of the Behavioral <br />Healthcare Service Fund to the FY 2026 Behavioral Healthcare Service Fund Budget. <br />2. That it transfers the funds so appropriated from the FY 2026 Behavioral <br />Healthcare Service Fund Budget to the Municipal Facilities section of the FY 2026 <br />Capital Improvement Fund Budget. <br />3. That the funds appropriated and transferred shall be used to perform <br />design work for remodeling at 1811 King Street (approximately $460,000) and roof and <br />HVAC repairs and interior remodeling at 2011 Queen Street. <br />4. That the Fund Balance of the Behavioral Healthcare Service Fund is <br />decreased by $3,460,000. <br />4. That estimated revenues and expenditures in the FY 2026 Behavioral <br />Healthcare Service Fund Budget are increased by $3,460,000. <br />5. That estimated revenues and expenditures in the Municipal Facilities <br />section of the FY 2026 Capital Improvement Fund Budget are increased by $3,460,000. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on November 25, 2025. <br />Teste: <br />City Clerk <br />
