ORDINANCE NO. 2025-107 <br />AN ORDINANCE ACCEPTING PERMANENT SUPPORTIVE HOUSING <br />FUNDING IN THE AMOUNT OF $830,462 FROM THE VIRGINIA <br />DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL <br />SERVICES AND APPROPRIATING SAID FUNDS IN THE FY 2026 <br />BEHAVIORAL HEALTHCARE SERVICE FUND FOR USE BY BHS TO <br />PROVIDE STABLE LONG-TERM HOUSING AND SUPPORTIVE SERVICES. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it accepts Permanent Supportive Housing funding in the amount of <br />$830,462 from the Virginia Department of Behavioral Health and Developmental <br />Services and appropriates said amount in the FY 2026 Behavioral Healthcare Service <br />Fund Budget. <br />2. That the appropriation shall be used by the Department of Behavioral <br />Healthcare Services to provide stable long-term housing and supportive services. <br />3. That, to the extent not expended, the funds shall be deemed reappropriated <br />into the Behavioral Healthcare Service Fund budget annually until expended in their <br />entirety or recaptured by the granting agency. <br />4. That a local match of funds or in-kind services in the amount of 10% is <br />required as a condition of the funding. The funding required to meet the match <br />requirement has previously been appropriated in the FY 2026 Behavioral Healthcare <br />Service Fund Budget. <br />5. That estimated revenues and expenditures in the FY 2026 Behavioral <br />Healthcare Service Fund Budget are increased by $830,462. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on November 25, 2025. <br />Teste: <br />City Clerk <br />
