(j) Flag lots may be permitted if the proposed flag lot makes it possible to better utilize an <br />irregularly shaped property or if the flag lot is used to eliminate direct access to a collector <br />or an arterial street. In all cases, the following requirements must be met: <br />(1) The flag lot shall not access an arterial street. <br />(2) No part of the flag lot's access to the street (the "flagpole" or "panhandle") shall be less <br />than 16 feet in width for residentially zoned lots and 50 feet in width for non - <br />residentially zoned lots. <br />(3) The front property line of a flag lot shall not abut the side yard of an adjacent lot. <br />(4) The strip of land used for access to the main portion of the flag lot (the "flagpole" or <br />"panhandle") shall not be included in calculating the area of the lot for the purpose of <br />determining compliance with the dimensional requirements of this chapter or chapter <br />40.2 of this Code, nor shall any part of the "flagpole" or "panhandle" be considered to <br />be the front yard. <br />(5) No more than ten percent of the lots, in subdivisions which create ten or more lots, <br />may be flag lots. <br />(k) Lot size. The minimum lot size shall be in accordance with the zoning ordinance provided, <br />however that whenever there shall be plans in existence, approved by either the <br />transportation department or by the governing body, for the widening, extension, or <br />construction of any street or highway, the agent may require additional setbacks and yards <br />for any new construction or for any structures altered or remodeled adjacent to the future <br />planned right-of-way in order to preserve and protect the planned future right-of-way for <br />such proposed street or highway. <br />(1) Lot arrangements, design and shape. The lot arrangement, design and shape shall be related <br />to the topography such that each lot has: <br />(1) An acceptable building site in compliance with the requirements of the zoning <br />ordinance; <br />(2) Suitable access to the building site from an approved street. Unusually shaped or <br />elongated lots, as determined by the agent, established primarily for the purpose of <br />providing minimum square footage shall not be permitted. <br />(m) Lot location. Each lot shall abut and have access to a proposed public street to be dedicated <br />by the subdivision plat or to an existing publicly dedicated street, unless otherwise <br />specifically provided for in this chapter. If the existing streets do not meet the minimum city <br />width requirement, including adequate right-of-way to accommodate the appropriate <br />pavement width, drainage, sidewalks and bikeways, the subdivider shall dedicate adequate <br />right-of-way necessary for the street to meet such minimum requirement. <br />(n) Lot remnants. Remnants of lots not meeting minimum lot requirements shall not generally <br />be created by the subdividing of a tract. All such remnants shall be added to adjacent lots or, <br />as approved by the agent, identified as common open space or natural open space. <br />
