Sec. 33.1-49. Utility and street improvements. <br />(a) In subdivisions, or parts of subdivisions, improvements shall be provided by the subdivider <br />as follows: <br />(1) Streets shall be graded to the full width and shall be designed in accordance to the <br />approved cross-sections and profiles and the Traditional Neighborhood Design <br />provisions contained within the Virginia Department of Transportation's Subdivision <br />Street Design Guide, as last amended, and the City of Portsmouth Master <br />Transportation Plan. <br />(2) The pavement base and surface of streets shall be appropriate to the type of <br />development and type of use contemplated and shall be installed in accordance with <br />standards and specifications of the city. The thickness of base and pavement shall be <br />determined by actual soil bearing tests of the California Bearing Ratio type or its <br />equivalent (performed at the expense of the subdivider by an approved testing <br />laboratory at locations specified by the city engineer) and by anticipated traffic loading <br />methods developed by the Asphalt Institute or the Portland Cement Association. <br />(3) A drainage system shall be provided to ensure adequate drainage of both natural and <br />stormwater. The system shall be constructed and installed in accordance with plans and <br />specifications approved by the city engineer. The subdivider shall be required to install <br />necessary drainage facilities outside the property limits of the land owned or controlled <br />by the subdivider but necessitated, at least in part, by the construction or improvement <br />of the subdivision. <br />(4) Curbs and gutters shall be installed in accordance with the plans and specifications <br />approved by the city engineer and shall be designed in accordance with the Traditional <br />Neighborhood Design provisions contained within the Virginia Department of <br />Transportation's Subdivision Street Design Guide, as last amended, and the City of <br />Portsmouth Master Transportation Plan. The use of valley gutters shall be avoided. <br />(5) Water lines shall be installed by the subdivider in accordance with plans and <br />specifications approved by the director of public utilities. The subdivider shall be <br />required to install necessary water facilities outside the property limits of the land <br />owned or controlled by the subdivider but necessitated, at least in part, by the <br />construction or improvement of the subdivision. <br />(6) Sanitary sewerage shall be installed by the subdivider in accordance with plans and <br />specifications approved by the director of public utilities. The subdivider shall be <br />required to install necessary sanitary sewage facilities outside the property limits of the <br />land owned or controlled by the subdivider but necessitated, at least in part, by the <br />construction or improvement of the subdivision. <br />(7) Sidewalks, at least five feet in width, shall be installed on both sides of all arterial and <br />collector streets.
