Sec. 33.1-44. Grades and curves and design of streets. <br />(a) Minimum longitudinal street grades shall be 0.30 percent. <br />(b) Unless otherwise approved by the agent, the design of streets and the radii of curvature on <br />the centerline of streets shall be designed in accordance with the Traditional Neighborhood <br />Design provisions contained within the Virginia Department of Transportation's <br />Subdivision Street Design Guide, as last amended, and the City of Portsmouth Master <br />Transportation Plan. <br />(c) A tangent at least 400 feet long shall be provided between reverse curves on arterial streets, <br />100 feet on collector streets. <br />Sec. 33.1-45. Intersections. <br />For subdivision purposes, the agent may permit chords in the place of rounded corners. <br />Street curbs at intersections shall be designed in accordance with the Traditional Neighborhood <br />Design provisions contained within the Virginia Department of Transportation's Subdivision <br />Street Design Guide, as last amended, and the City of Portsmouth Master Transportation Plan. <br />Sec. 33.1-46. Lots. <br />(a) The size, shape and orientation of lots shall be appropriate for the location and for the type <br />of development contemplated. The width, depth and area of each proposed lot shall be <br />consistent with those in the immediate vicinity of the subdivision. Each proposed lot shall <br />be oriented in a manner consistent with the existing platting pattern in the neighborhood. <br />(b) Where no public sewer is available, the average width shall not be less than 75 feet and the <br />area not less than 10,000 square feet for each dwelling unit. <br />(c) Depth and width of properties reserved or laid out for commercial and industrial purposes <br />shall be adequate to provide for the off-street service and parking facilities required by the <br />type of use and development contemplated. <br />(d) Corner lots for residential use shall be platted ten feet wider than interior lots, if necessary, <br />to permit appropriate building setbacks on both streets. <br />(e) Lots having frontage on two streets (except corner lots), and reverse frontage lots abutting <br />on an arterial or collector street with frontage on a lesser street, shall be avoided. <br />(f) Side lot lines shall be approximately at right angles to the right-of-way line of the street on <br />which the lot faces. <br />(g) The subdividing of the land shall be such as to provide each lot with frontage on a public <br />street. <br />(h) Notwithstanding the provisions of the zoning ordinance, no lot shall be created by <br />subdivision which has a street frontage of less than 16 feet. <br />(i) Minimum average depth of residential lots shall be 75 feet. The agent may approve lots with <br />less minimum average depth in downtown neighborhoods. <br />
