e. The Advisory Panel members shall discuss and vote on agreed procedures for <br />operation, as well as procedures for the coordinated management of the HRCIP. <br />The Advisory Panel may also: <br />i. Provide recommendations to each Member Agency regarding its <br />performance and actions; <br />ii. Deal with other matters necessary to further the purposes of this <br />Agreement; and <br />iii. Identify matters that require approval of each Member Agency. <br />f. The Advisory Panel shall provide to the Member Agencies a written annual <br />report that shall include all matters the Advisory Panel determines are relevant to <br />the review and oversight of HRCIP and any other matters that may be required <br />by law. <br />g. The Advisory Panel and all committees shall comply with the public meetings <br />requirements of the Virginia Freedom of Information Act. <br />IV. ADMINISTRATIVE COMMITTEE <br />a. Each Member Agency shall select one employee to serve on the Administrative <br />Committee. <br />b. The purpose of the Administrative Committee is to recommend operational <br />policies and provide support and recommendations for the System. <br />c. It shall prepare reports requested by Member Agencies accounting for resources <br />given and received including but not limited to call types, unit types, etc. <br />i. It shall make recommendations to the Advisory Panel regarding <br />development and maintenance of operational guidelines. <br />ii. Review each Member Agency's internal policies regarding <br />use of the HRCIP and sharing of information with other Member <br />Agencies\ ("Business Rules"). <br />V. CHANGE MANAGEMENT COMMITTEE <br />a. Each Member Agency shall appoint a minimum of one representative from their <br />IT Department to function as the CAD -to -CAD Application Administrator and <br />serve on the Change Management Committee. <br />b. The purpose of the Change Management Committee is to review requests and <br />provide recommendations for changes to the System received from Member <br />Agencies and/or the Administrative Committee. Its duties also include but are <br />not limited to: <br />i. Review recommendations from the Administrative Committee for changes <br />to the CAD -to -CAD system and providing its response. <br />ii. Review and provide recommendations in response to Member Agency <br />requests for technical changes of the System. <br />iii. Approve by majority vote any global changes to the system, for example <br />System Login Policy. <br />iv. Establish a process to notify Member Agencies in a timely manner <br />regarding global changes to the system. <br />
