The US Surgeon General, Dr. Vivek Murthy, recently declared gun violence a <br />public health crisis in his advisory, "Firearm Violence: A Public Health Crisis in <br />America." The City requests that the General Assembly adopt the <br />recommendations of the US Surgeon General. <br />Budget Initiatives: <br />The City of Portsmouth's 2025 Legislative Initiatives Package includes the following <br />State Budget amendment requests: <br />• $36,350,000 for Jail Renovations at 2690 Elmhurst Lane <br />• $21,250,000 for Sanitary Sewer Pump Station Rehabilitation <br />• $20,000,000 for Prentis Street Water Transmission Main Project <br />• $19,500,000 for Prentis Place Neighborhood Revitalization <br />• $5,000,000 for a road project at Victory Boulevard and Elm Avenue a <br />collaboration between the City of Portsmouth, NNSY, SPSA, and SNJB. The <br />project limits are from the foot of the South Norfolk Jordan bridge to the terminus <br />of the Paradise Creek Bridge Replacement project. <br />• $2,000,000 direct appropriation from the Industrial Revitalization Fund (IRF) to <br />assist in the development of Portsmouth's Innovation District <br />• $2,000,000 funding request increasing Street Maintenance for Port Host Cities <br />which has been at $1 million shared since 2007 <br />• $1,750,000 for Olympian Sports Complex Rehabilitation <br />• $600,000 increase to the Port Host Cities Revitalization Fund bringing the fund to <br />$3 million annually add budget language directing Virginia Department of <br />Housing and Community Development (DHCD) to provide for a second-tier grant <br />funding <br />• Total elimination of or a 50% further reduction of the tolls on the <br />Midtown/Downtown Tunnels for Portsmouth residents <br />Statewide Public Policy Initiatives: <br />In general, the Portsmouth City Council supports the 2025 State Legislative Priorities of <br />its numerous affiliate organizations such as the Virginia Municipal League, Virginia First <br />Cities, Hampton Roads Planning District Commission, Hampton Roads Transportation <br />
