EXHIBIT A <br />Approved 2025 State Legislative/Budget and Public Policies Initiatives <br />In Brief <br />The items listed below have been shared and approved by the Portsmouth City Council <br />for inclusion in the City's 2025 State Legislative Initiatives Package adopted by <br />Resolution on November 26, 2024. <br />Legislative Initiatives: <br />For the 2025 Virginia General Assembly, the Portsmouth City Council requests the <br />following legislative initiatives: <br />1. City Charter Amendments: <br />• Recall Process: The Recall process for locally elected officials shall incorporate <br />the recall process as stated in Code of Virginia 24.2-233 through 24.2-238 as <br />amended and any other applicable sections as amended <br />• Noninterference: Amend Section 3.11 Regarding Noninterference in <br />Appointments or Removals to align Portsmouth's Charter with the Code of <br />Virginia by removing the penalties and fines <br />• Authority for Council to Remedy Evidence Based Disparities & <br />Discrimination: Addition of a charter provision outlining the authority of Council <br />to remedy evidence -based disparities and discrimination as a compelling <br />governmental interest in the City's procurement process. <br />• Request & Authority of the City Manager to collect and provide data to <br />support City efforts to address disparity and discrimination: Addition of a <br />charter provision that requests and authorizes the City Manager to implement <br />policies and procedures to require City Departments to develop appropriate <br />measures to remedy evidence -based disparities and discrimination in City <br />procurement efforts. And require the submission of annual reports to the City <br />Manager regarding these disparities and the efforts to remedy them. <br />* City Council will vote on Resolutions endorsing each of these four amendments <br />on Tuesday, November 26th. If any of the Resolutions are not adopted, the <br />relevant charter amendment will be withdrawn. <br />2. Legislative establishment of a Model Criminal History Screening Policy for State <br />supported rental properties in Virginia <br />
