The wetlands board shall consist of seven members, who shall be appointed by the <br />city council. The city council shall also appoint at least one but not more than three <br />alternate members to the board. The qualifications, terms, and compensation of alternate <br />members shall be the same as those of members. <br />39 -48. Membership restricted. <br />Members of the wetlands board shall hold no other public office in the city <br />other than membership on the planning commission, <br />local erosion commission , W the <br />board of zoning appeals , or as director of a soil and water conservation board. When <br />members of these local commissions or boards are appointed to the wetlands board, <br />their term of appointment shall be coterminous with their membership on t <br />;1 «,l „t,. <br />«, ' <br />those commissions or boards. <br />Sec. 39 -49. Terms of members. <br />The term of office of the members of the wetlands board shall be five years, except <br />that original appointments shall be made for such terms that the term of one member shall <br />expire each yew of the succeeding five years. Members may serve successive terms. A <br />member whose term expires shall continue to serve until his successor is appointed and <br />qualified. <br />Sec. 39 -50. Removal of members. <br />Any member of the wetlands board may be removed from office for malfeasance, <br />misfeasance or nonfeasance in office, or for other just cause, by the city council, after a <br />hearing held after at least 15 days' notice. Notwithstanding the foregoing, a member of <br />the wetlands board may be removed from office by city council without limitation in the <br />event that the board member is absent from any three consecutive meetings of the board, <br />or is absent from any four meetings of the board within any 12 -month period. In either <br />such event a successor shall be appointed by city council for the unexpired portion of the <br />term of the member who has been removed. <br />Sec. 39 -51. Filling vacancies. <br />The chair of the wetlands board shall notify the city council at least 30 days <br />in advance of the expiration of any term of office and shall also notify the city council if <br />any vacancy occurs. Appointments to fill vacancies shall be for the unexpired portion of <br />the term. <br />Sec. 39 -52. Selection of officers. <br />
