The wetlands board shall elect from its membership a chair and such other <br />officers as it deems necessary who shall serve one -year terms as such and may succeed <br />themselves. <br />Sec. 39 -53. Quorum. <br />For the conduct of any heading and the taking of any action, a quorum shall be not <br />less than four members of the wetlands board. <br />39 -54. Rules of procedure. <br />The wetlands board may make, alter and rescind rules and forms for its procedures, <br />consistent with ordinances of the city and general laws of the commonwealth. <br />Sec. 39 -55. Records, reports. <br />The wetlands board shall keep a full public record of its proceedings and shall submit <br />a report of its activities to the city council at least once a year, and a copy of its report to <br />the commission. <br />Sec. 39 -56. Investigations and prosecutions. <br />The wetlands board shall have the authority to investigate all projects, whether they <br />are proposed or ongoing, which alter wetlands located within the city. The wetlands <br />board shall have the power to prosecute all violations of any order, rule or regulation of <br />the board or any violation of any provision of Code of Virginia, § 28.2 -1300 et seq. or of <br />this ordinance. <br />Sec. 39 -57. Reports may be required. <br />With respect to permits required pursuant to Code of Virginia, § 28.2 -1300 et seq. or <br />this ordinance, the wetlands board chair may require of the person <br />responsible for carrying out the provisions of the permit such monitoring and reports as <br />4o thev may reasonably deem necessary. <br />Sec. 39-58. On-site inspections. <br />With respect to any reported activity not authorized by Code of Virginia, § 28.2 -1300 <br />et seq. or this ordinance, or with respect to the violation of any permit issued <br />pursuant thereto, the wetlands board chair may direct such on -site inspections <br />as are deemed reasonably necessary to determine whether the measures required by the <br />permit are being properly performed, or whether the provisions of the aforementioned <br />chapter or ordinance are being violated. Prior to conducting such inspections, <br />notice shall be provided to the resident owner, occupant or operator, who shall be given <br />an opportunity to accompany the site inspector. <br />
