approval of the plat by the City, the owner /operator shall cause the plat to <br />be recorded in the land records. <br />(e) Prior to commencing any permanent activities associated with the use <br />approved hereby, the existing barbed wire fence shall either be removed or <br />replaced with a fence that complies with the standards in Section 40.2 -305 <br />of the Zoning Ordinance. Alternatively, the applicant may submit a <br />security plan requesting approval of a barbed wire fence. Should the <br />security plan be denied, the existing barbed wire fence shall be removed <br />by the owner /applicant and replaced with a fence that complies with the <br />standards in Section 40.2 -305 of the Zoning Ordinance. <br />(f) A Type D Option 1 landscape buffer shall be installed where the <br />development abuts Turnpike Road in accordance with Section 40.2 -304 of <br />the Zoning Ordinance. <br />(g) Prior to initially operating the approved use and so long as the use remains <br />in operation, the owners and/or operators shall install and maintain digital <br />video equipment with recording capabilities sufficient to indicate the date <br />and time that the recording is made. The recording shall provide <br />surveillance coverage encompassing the front, side, and rear exteriors of <br />the property for 24 hours a day, 7 days a week. Recorded data must be <br />maintained in a condition permitting review of the information for a <br />period of no less than thirty days. <br />(h) If, at any point in the future, Spruce Street is proposed to be used for <br />ingress /egress, the applicant shall fully improve and widen the right -of- <br />way in accordance with current Department of Engineering standards. All <br />such improvements and widening must be reviewed and approved by the <br />Department of Engineering prior to any use of the said right -of -way for <br />ingress /egress. <br />(i) If any building is constructed or placed on the site at any point in the <br />future, off - street parking in accordance with Section 40.2 -301 of the <br />Zoning Ordinance shall be installed and maintained. <br />(j) The development shall be constructed in compliance with all applicable <br />codes, ordinances, and regulations of federal, state and local government, <br />and all required licenses and permits shall be obtained prior to <br />construction and remain in effect during the operation of the development. <br />(k) All taxes /fees associated with the property and/or the proposed use must <br />be paid when due, as determined by the City Treasurer. <br />(1) Except as provided in Section 40.2- 533(K)(2) and (3) of the Zoning <br />Ordinance, this Use Permit shall automatically expire and become void <br />
