Emergency Shelters Upgrade Assistance Grant Fund <br />• Amend this Section of the Code to enable localities that operate but not <br />own their shelters to participate in this grant program <br />• Increase this fund by $2.5 million annually making the total amount <br />available in the fund $5 million <br />III. Regional Public Policy Issues <br />Although the Portsmouth City Council generally supports the legislative initiatives of <br />many of our affiliate organizations, we reserve the right to not support individual <br />items in their packages. Our affiliate organizations include, but are not limited to the <br />following: <br />• The Virginia Municipal League <br />• Virginia First Cities <br />• Hampton Regional Transportation <br />• Hampton Roads Planning District Commission <br />• Hampton Roads Transportation Planning Commission <br />• Hampton Roads Transportation Advisory Commission <br />Included in the regional and statewide issues supported by the Portsmouth City <br />Council are: <br />• Increase State assistance to local law enforcement (599 funding) <br />• Public Safety — Amend the respective Sections in the Code of Virginia to <br />better address blight and repetitive criminal activity <br />• Gun violence prevention through community prevention programs <br />• Localities retaining their control of local land use functions to include the <br />preservation and expansion of tree canopies <br />• Catalytic Convertors - Amend Virginia Code § 18.1- 108.01 to reflect <br />language in North Carolina's Code § 14.72 -08 relating to Felony Larceny <br />of Motor Vehicle Parts <br />• Fully fund the cost of K -12 Education to include removal of the capon the <br />Standards of Quality (SOQ) Support Positions <br />• The development of Offshore Wind in Virginia <br />• Funding to complete the 1 -64 gap between Hampton Roads and Richmond <br />
