EXHIBIT A <br />Approved 2022 State Legislative /Budget Initiatives in Brief <br />In brief, the items listed below have been vetted and approved by Portsmouth City <br />Council for inclusion in the City's 2022 State Legislative Initiatives Package for adoption <br />by Resolution November 23, 2021: <br />1. State Legislative Initiatives: <br />1. Tolls on the Midtown /Downtown Tunnels <br />The General Assembly should expand the existing Elizabeth Rivers Crossings <br />(ERC) toll relief program to income levels of $45,000: <br />• The new supplemental program funded by the state would be initially <br />established using a portion of the ARPA funds not yet appropriated by <br />the General Assembly to cover the difference between the current <br />income level capped agreement with ERC for Portsmouth and Norfolk <br />commuters earning $30,000 or less <br />• The $15,000 difference would be covered by the state under this new <br />program <br />• Lastly, the state's new program would cover the difference for all <br />commuters in the program with the relief adjusted annually <br />proportionately to the increases <br />• For those at the $30,000 income level and under the state's toll relief <br />program would be prorated to cover the difference between ERC's <br />reimbursed agreement amount and the actual current increase in the <br />tolls <br />• For those participating in the supplemental program ($30,001 - $45,000 <br />income levels) the state's program would cover the full reimbursement <br />in proportion to the increases <br />2. Amend the Charter of the City of Portsmouth, Virginia by amending Section 3.11 <br />Regarding Noninterference in Appointments or Removals <br />3. Modification of the current recall provision (Section 12.09 of the Charter) <br />II. State Budget Initiatives: <br />1. § 62.1- 132.3:2. Port of Virginia Economic and Infrastructure Development <br />Grant Fund and Program <br />
