• School modernization via a One Percent Local Option Tax <br />Amend Virginia Code § 10.1 -221.2 regarding disbursement of funds <br />appropriated to care and maintain historical African American cemeteries <br />and graves to providing access to funding for privately owned and <br />maintained historical African American cemeteries and gravesites, and <br />clarify the term "qualified organization" as used in this Section of the Code <br />of Virginia <br />• Dedicated transit funding for HRT/ and statewide transit needs to include <br />o Development of higher speed rail service <br />■ Hampton Roads — Richmond Corridor <br />• Restoration of the local share of the Communications Sales and Use <br />Taxes, and increase the tax rate to the state sales tax rate; and <br />broadening the coverage of the tax to include audio and video streaming <br />services and prepaid calling cards <br />• Assist urban cities in providing broadband coverage to the unserved and <br />underserved members of their jurisdictions via direct receipt of financial <br />assistance through Virginia Telecommunications Initiative (VATI) funds <br />without having to have a private partner to provide this service <br />• Virginia Freedom of Information Act (FOIA) — expand electronic meetings <br />outside of declared emergency periods with flexibility for localities to <br />determine how to include public participation and public comment <br />• Increase State funding for Planning District Commissions <br />• Strengthen, protect, and maintain the principles of sovereign immunity for <br />local governments and their officials <br />
