R -20 -32 <br />A RESOLUTION SUPPORTING A SMART SCALE APPLICATION FOR THE CITY <br />OF PORTSMOUTH GREENWOOD PARK AND RIDE LOT PROJECT. <br />WHEREAS, the Virginia Department of Transportation is accepting SMART SCALE <br />program applications; and <br />WHEREAS, increased construction and carrier activity at Norfolk Naval Shipyard is <br />resulting in higher demand for off -site commuter parking within surrounding neighborhoods in <br />Portsmouth; and <br />WHEREAS, the City owns a vacant parcel of land at 4690 Greenwood Drive near <br />interstate I -264 that can be developed for commuter parking (the "Greenwood Park and Ride Lot <br />Project "); and <br />WHEREAS, the Greenwood Park and Ride Lot Project will provide 283 off -site <br />commuter parking spaces for shipyard employees, relieving demand for parking in and around <br />the Shipyard; and <br />WHEREAS, the Greenwood Park and Ride Lot Project will include bus lanes and <br />shelters for commuter shuttles provided by the Navy and will feature bicycle racks and sidewalk <br />improvements; and <br />WHEREAS, the Greenwood Park and Ride Lot Project will support the Navy, a key <br />partner of both the City and the Commonwealth, and will relieve traffic and parking congestion <br />in Portsmouth neighborhoods; and <br />WHEREAS, the City intends to submit a SMART SCALE application to VDOT seeking <br />$6,407,605 in funding for the Greenwood Park and Ride Lot Project; <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia: <br />(1) That it supports the Greenwood Park and Ride Lot Project; <br />(2) That it supports the SMART SCALE application for the Greenwood Park and <br />Ride Lot Project; <br />(3) That the City Manager and his designees are authorized to execute and deliver <br />such materials as may be required for the submittal of the application; and <br />(4) That this resolution shall be in effect as of the date of adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at an electronic meeting <br />held on October 27, 2020. <br />Teste: <br />City Clerk <br />
