R -20 -31 <br />A RESOLUTION SUPPORTING A SMART SCALE APPLICATION FOR THE CITY <br />OF PORTSMOUTH TRANSIT STATION PROJECT. <br />WHEREAS, the Virginia Department of Transportation is accepting SMART SCALE <br />program applications; and <br />WHEREAS, the redevelopment of the County Street Garage and Crawford Corridor will <br />result in the displacement of the existing HRT bus line -up on County Street; and <br />WHEREAS, the Virginia Department of Transportation has given the City permission to <br />utilize the Park and Sail commuter lot located at the corner of Bart Street and Court Street; and <br />WHEREAS, the City intends to transform the Park and Sail lot into a multimodal transit <br />station with eight bus transit bays and passenger shelter for HRT (the "Portsmouth Transit <br />Station Project "); and <br />WHEREAS, the Portsmouth Transit Station Project will also provide seventy -four <br />improved commuter parking spaces, bicycle racks, and drop- off /pick -up areas for taxis and <br />rideshare providers; and <br />WHEREAS, the Portsmouth Transit Station Project will support the economic <br />development of the Crawford Corridor and will also support VDOT and HRT, key state and <br />regional partners of the City; and <br />WHEREAS, the City intends to submit a SMART SCALE application to VDOT seeking <br />$4,072,858 in funding for the Portsmouth Transit Station Project; <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia: <br />(1) That it supports the Portsmouth Transit Station Project; <br />(2) That it supports the SMART SCALE application for the Portsmouth Transit <br />Station Project; <br />(3) That the City Manager and his designees are authorized to execute and deliver <br />such materials as may be required for the submittal of the application; and <br />(4) That this resolution shall be in effect as of the date of adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at an electronic meeting <br />held on October 27, 2020. <br />Teste: <br />City Clerk <br />
