NRWM and Portsmouth's NFWM, including costs for design, inspection and as -built drawings; <br />(b) The cost of permits required for construction of both water mains; and (c) The cost of <br />appropriately filling and abandoning in place the two existing mains. <br />Records of the cost of construction shall be available for review by Portsmouth at any <br />mutually convenient time. Portsmouth will reimburse Norfolk 50% of the Non - Reimbursable <br />Costs of construction except as provided in Section 2 (Payment of Costs) above. <br />Prior to the commencement of any construction work and during the performance of <br />construction work, as applicable, the following requirements shall be met: <br />(a) Portsmouth shall have the right to submit a list of required materials for the <br />Portsmouth water line, and the required materials will be included in the bid documents. <br />(b) Portsmouth shall have the right to review and approve the plans and <br />specifications and other bid documents for the Portsmouth water line prior to bid, said review to <br />be timely and said approval not to be unreasonably withheld. <br />(c) Portsmouth will be given the opportunity to review and comment on all of the <br />engineer consultant's submissions and to review and approve any "or equal" submittals for <br />materials to be used to construct the Portsmouth main, said review to be timely and said approval <br />not to be unreasonably withheld. <br />(d) All commercial general liability policies required under the construction <br />contract shall name Portsmouth as an additional insured in accordance with Portsmouth's <br />standard contractual insurance language, a copy of which shall be provided to Norfolk. <br />award of work. <br />(e) Norfolk shall review and approve the contractor's qualifications prior to <br />W <br />
