right to review and approve the layout drawings for its main, such review to be timely and such <br />approval not to be unreasonably withheld. <br />The engineering consultant shall also prepare any necessary regulatory permit <br />applications, which may include purchasing, on behalf of the City of Norfolk, required wetlands <br />mitigations credits. <br />The engineering consultant shall provide Norfolk and Portsmouth with approved <br />construction record drawings. <br />Norfolk will pay the consultant's bills for engineering review and design and construction <br />administration of the two waterlines and file for reimbursement from the Rail Enhancement Fund <br />Grant. Upon invoice submission, Portsmouth will reimburse Norfolk a sum that represents Fifty <br />percent (50 %) of the Non - Reimbursable Costs paid to the engineering consultant by Norfolk. <br />8. DESCRIPTION OF FACILITIES: The project will install approximately <br />9,000 linear feet of thirty (30) inch pipe for Portsmouth's NFWM and 9,000 linear feet of forty - <br />eight (48) inch pipe for Norfolk's NRWM in the real property, to be acquired by Norfolk, that <br />lies north of, and runs parallel to the existing Commonwealth Railway line between Nansemond <br />Parkway and Sportsman Boulevard in Suffolk, Virginia and abandon the two existing water <br />mains. <br />9. CONSTRUCTION OF FACILITIES: Norfolk shall procure the services of a <br />qualified contractor, through the bid process set forth in the Norfolk City Code, for the <br />installation of Norfolk's NRWM and Portsmouth's NFWM. <br />The total cost of the installation of the two water mains, as more particularly defined by <br />the final approved plans and specifications for the work, prepared for Norfolk and approved by <br />Norfolk and Portsmouth, shall include the following: (a) The cost of construction of Norfolk's <br />FA <br />
