12. That Appendix A to the Code of the City of Portsmouth, Virginia (2006) is amended as shown on Exhibit A for the purpose of setting the City Park boat ramp parking fee authorized by Section 11 above. 13. That Appendix A to the Code of the City of Portsmouth, Virginia (2006) is amended as shown on Exhibit A for the purpose of increasing water and sewer fees for determining sewer availability, transfer of services, field visits to restore water service, door tags, removal of water meters, inspection fees for unauthorized turn -on of water, detected unauthorized water usage, and fixed meter fees pursuant to Sections 38 -42, 38- 48, 38 -82 and 38 -94 of the Code. 14. That Article II of Chapter 38 of the Code of the City of Portsmouth, Virginia (2006) is amended by modifying subsection 38 -56(b) as shown below for the purpose of authorizing a fee for the observation of fire hydrant flow tests. Except as shown below, Section 38 -56 is not otherwise amended. Sec. 38 -56. - Use of public fire hydrants; annual charge. (b) Public fire hydrants within the corporate limits of the city shall be paid for at the rate as set forth in appendix A to this Code each per annum. Public fire hydrants located in a city or town other than this city, shall be subject to contract, or if no contract is entered into for such fire hydrants, they shall be paid for at the rate as set forth in appendix A to this Code each per annum. Rates for public fire hydrants shall be payable quarterly. In addition, a fee as set forth in appendix A to this Code shall be charged for the observation of fire hydrant flow tests. Bills for public fire hydrants shall not be subject to discount. 15. That Appendix A to the Code of the City of Portsmouth, Virginia (2006) is amended as shown on Exhibit A for the purpose of setting the fire hydrant flow test fee authorized by Section 14 above. 16. That Article II of Chapter 38 of the Code of the City of Portsmouth, Virginia (2006) is amended as shown below by modifying Section 38 -40 to add a new subsection (f) for the purpose of authorizing charges for the inspection of water connections constructed by parties other than the City. Sec. 38 -40. - Charges for ownership and maintenance of water connections. (f) When water connections are not performed by the city, inspection fees shall be charged at the rates set forth in appendix A. 17. That Appendix A to the Code of the City of Portsmouth, Virginia (2006) is amended as shown on Exhibit A for the purpose of setting the water connection inspection fees authorized by Section 16 above.
