18. That Article II of Chapter 38 of the Code of the City of Portsmouth, Virginia (2006) is amended as shown below by modifying Section 38 -42 to add a new subsection (h) for the purpose of authorizing charges for the inspection of sewer connections constructed by parties other than the City. Sec. 38 -42. - Sewer connection charges — Generally. hh When sewer connections are not performed by the city, inspection fees shall be charged at the rates set forth in appendix A. 19. That Appendix A to the Code of the City of Portsmouth, Virginia (2006) is amended as shown on Exhibit A for the purpose of setting the sewer connection inspection fees authorized by Section 18 above. 20. That Appendix A to the Code of the City of Portsmouth, Virginia (2006) is amended as shown on Exhibit A for the purpose of increasing the rates for certain categories of permits for boating on City -owned lakes pursuant to Section 38 -364. 21. That Article I of Chapter 38 of the Code of the City of Portsmouth, Virginia (2006) is amended as shown below by adding a new Section 38 -9 for the purpose of authorizing a fee for review of site plans for compliance with the City's water and sewer regulations and requirements. Sec. 38 -9. – Fee for review of plans of development. In addition to any charges imposed pursuant to Section 40.1-2.2(c) of this Code, the department of public utilities is authorized to assess a fee for site plan (plan of development) review of water and sewer components. The amount of the fee for a specific review shall be determined by the director based on the size and scope of the development and the impact of the development on the city water and sewer systems, but shall in no event exceed the amount specified in appendix A to this Code. 22. That Appendix A to the Code of the City of Portsmouth, Virginia (2006) is amended as shown on Exhibit A for the purpose of establishing the not -to- exceed fee for site plan review by the department of public utilities authorized by Section 21 above. 23. That Appendix A to the Code of the City of Portsmouth, Virginia is amended as shown on Exhibit A for the purpose of increasing certain rates for metered parking effective January 1, 2021. 24. That this ordinance shall take effect on July 1, 2020, except that Section 23 of this ordinance shall not take effect until January 1, 2021.
