City of Portsmouth Zoning Ordinance <br />Article I1. — Zoning Districts <br />Sec. 40.2 -206 — Historic Districts <br />District - Specific Standards <br />11/6/2020 <br />The HLB sub - district is generally intended for commercial uses with, along with <br />limited residential, and institutional uses. Residential and nonresidential uses may <br />be combined within a building in this sub - district, provided: <br />(i) Buildings with one (1) bedroom include at least 400 square feet of useable <br />floor area solely for residential purposes; <br />(ii) Buildings with two (2) bedrooms include at least 700 square feet of useable <br />floor area solely for residential purposes; and <br />(iii)Buildings with three (3) bedrooms include at least 800 square feet of useable <br />floor area solely for residential purposes. <br />(G)District- Specific Standards <br />The following district - specific standards shall apply to new uses and redevelopment within <br />the historic districts: <br />(1) Off - Street Parking <br />(a) Off - street parking spaces shall be provided in accordance with Table 40.2 - 301(1), <br />Minimum Off - Street Parking Standards. <br />(b) Parking requirements for two (2) or more uses may be provided in a common parking <br />area, provided that all uses being served by the common parking area are under the <br />common ownership. <br />(c) Parking lots of four (4) or more spaces shall be paved with cobblestone or other <br />approved material which enhances the aesthetic quality of the historic area. <br />(2) Exterior Lighting <br />Lighting shall be provided in accordance with the standards in Sec.40.2 -306 Exterior <br />Lighting, and no exterior lighting shall exceed a height of nine (9) feet from the adjacent <br />grade. <br />(3) Signage <br />(a) New signage and changes to existing signage require approval of a Certificate of <br />Appropriateness (See Sec. 40.2 -536 Certificates of Appropriateness (COA)). <br />(b) Any authorized changes shall be made within two (2) years of approval. <br />(c) Signage that fails to comply with the applicable standards in this Ordinance shall be <br />removed, at the owner's expense, within six (6) months of notice provided by the City. <br />(4) Required Landscaping <br />All private areas not covered with building or surface treatment shall be landscaped with <br />plantings, grass, pedestrian walks or similar features, in accordance with Sec. 40.2 -304 <br />Landscaping and Screening and shall be maintained in good condition. <br />(5) Historic Markers <br />Page 23 <br />
