City of Portsmouth Zoning Ordinance <br />Article II. — Zoning Districts <br />Sec. 40.2 -206 — Historic Districts <br />Historic District Definitions <br />11/6/2020 <br />TABLE 40.2 -205: AREA AND BULK REQUIREMENTS <br />SPECIAL DISTRICT: CONSERVATION DISTRICT <br />Minimum Lot Requirements <br />Conservation (C) <br />Maximum Building Coverage ( %) <br />5 <br />Maximum Height (ft.) <br />36 <br />Sec. 40.2 -206 — Historic Districts <br />(A) Historic District Definitions <br />CONTRIBUTING PROPERTY — A property that due to form, materials, architectural details <br />and relation to surrounding properties contribute favorably to the general character of the part <br />of the historic district in which they are located. <br />NONCONTRIBUTING PROPERTY — A property so designated on the inventory map of <br />historic districts and properties which is adopted as a part of this Ordinance, being generally <br />those properties which by reason of age, condition, amount of alterations, form, materials, <br />architectural details and relation to surrounding properties do not contribute favorably to the <br />general character of the part of the historic district in which they are located. <br />MATERIAL CHANGE IN APPEARANCE - A change that will affect either the exterior <br />architectural or environmental features of an historic structure or any contributing or <br />noncontributing building, structure, site, object, or landscape feature within an historic district, <br />such as: <br />(1) Reconstruction or alteration of the size, shape, or facade of an historic building, <br />including relocation of any doors or windows or removal or alteration of any <br />architectural features, details, or elements. <br />(2) Demolition or relocation of an historic structure. <br />(3) Commencement of excavation for construction purposes. <br />(4) Change in the location of advertising visible from the public right -of -way. <br />(5) The erection, alteration, restoration or removal of any building or other structure within <br />an historic property or district, including walls, fences, steps, and pavements, or other <br />appurtenant features. <br />(6) New construction within an historic district. <br />REHABILITATION - The process of returning a property to a state of utility, through repair <br />or alteration, which makes possible an efficient contemporary use while preserving those <br />Page 18 <br />
